He further noted staff is reviewing each of the <br /> potential off-sidewalk locations in the area to determine feasibility of bicycle corrals. <br /> Mayor Thorne stated he had no preference as to the location of the second bicycle corral. <br /> Councilmember Brown expressed a preference for a second bicycle corral to be located near dining <br /> experiences such as those offered at Beer Baron and various ice cream shops. She supports staff's <br /> recommendation of the Main Street location with potential future bicycle corrals at the other <br /> proposed locations. At this time, she would prefer placement of the corrals in areas where they will <br /> be more likely utilized. <br /> Community Development Director Beaudin stated the new bicycle corral is the best utilized in the <br /> City. City Manager Fialho added the proposed locations balance the need for parking in the <br /> Downtown area while providing opportunities for the community to become more comfortable with <br /> bicycle corrals and utilizing cycling as a method of transportation. <br /> Community Development Director Beaudin reported installation of the bicycle corrals will have no <br /> impact on the City's General Fund and is a strategy consistent with various City policies, the <br /> Downton Parking and Bicycle and Pedestrian Master Plans, and the General Plan. He noted staff <br /> would continue to explore other concepts to encourage alternative transportation methods and to <br /> support the need for parking in the Downtown area. <br /> MOTION: It was m/s by Brown/Olson to authorize retention of the existing downtown bicycle corral <br /> on W. Angela Street and the allocation of $4,050 to fund the installation of a new second bicycle <br /> corral on St. Mary Street. Motion passed by the following vote: <br /> Ayes: Councilmembers Brown, Narum, Olson, Mayor Thorne <br /> Noes: Councilmember Pentin <br /> Absent: None <br /> 13. Presentation by Justin Lehrer, Senior Program Manager of StopWaste regarding Food Service <br /> Packaging, Litter, and Marine Debris <br /> An introduction was provided by Assistant to the City Manager Becky Hopkins. She acknowledged <br /> members of the Alameda County Waste Management Authority who were in attendance. She <br /> introduced Justin Lehrer, Senior Program Manager, of StopWaste. StopWaste is a Joint Powers <br /> Authority consisting of 17 Member Agencies, including the County of Alameda, each of the fourteen <br /> cities in the county, and two sanitary districts that provide refuse and recycling collection services. <br /> Their mission is to work cooperatively to reduce waste in Alameda County. A representative from <br /> each member agency serves on the Alameda County Waste Management Authority Board. <br /> Mr. Lehrer provided a verbal report and a PowerPoint Presentation was displayed with slides <br /> entitled Joint Powers Authority, Single-Use Plastics, Plastics in the News, Plastics in Social Media, <br /> Plastics in the Ocean, Top 10 Plastics in the Ocean, A Complex Issue: Are compostables the <br /> solution?, The Challenge of Recycling, Industry Commitments, International Efforts, Regulatory <br /> Efforts, Multiple Issues —What is Our Role?, and Challenges and Opportunities. <br /> Councilmember Brown inquired as to the proposed alternatives for restaurant take-out containers. <br /> Mr. Lehrer responded the solution is reusable products and research is currently in progress related <br /> to how to make reusable products convenient for that purpose. Councilmember Brown noted the <br /> unique corn products which are proposed as utensils and Mr. Lehrer responded progress is <br /> continuing on developing those types of products, ensuring their durability for use. <br /> City Council Minutes Page 6 of 8 October 2,2018 <br />
