3. Please provide additional detail about on-site creek corridor restoration activities that <br /> would be implemented as part glare Master Plan project. <br /> If the Regional Water Quality Control Board and other permitting agencies believe that <br /> the current concept plan would meet agency objectives and is a candidate for permitting, <br /> the City would provide detailed on-site enhancement plans(these would be supplemented <br /> with off-site enhancement plans,as warranted). The current plans include enhancement <br /> of approximately 400 linear feet of Kottinger Creek on-site. As discussed in our previous <br /> permitting materials,this segment of creek no longer provides typical stream functions of <br /> habitat, sediment removal,or floodwater retention. The creek banks consist of steeply <br /> sloped soil with no vegetation, and the streambed consists of gravel and stones with no <br /> vegetation. Even during the extremely wet winter of 2016-2017, water flow was only <br /> observed in the creek for a few weeks(and it was highly variable). The concept on-site <br /> enhancement plan includes the following features: <br /> • Existing trees adjacent to the creek banks(primarily comprising non-native <br /> species) would be retained. Understory native plants suitable for upland areas and <br /> adapted to long dry conditions would be planted around the existing trees within <br /> an approximately 20-foot buffer on either side of the creek channel; <br /> • The proposed plant palette would consist of native emergent, grass, herbaceous, <br /> and shrub species adapted to both dry periods and periods of inundation; <br /> • Rainwater harvesting systems would be integrated into pervious surfaces <br /> developed as part of the Master Plan to assist in restoring flow into the creek <br /> channel; and <br /> • The park's irrigation system would be adjusted to ensure the longevity of the <br /> native plants, and would be adjusted when the plants can survive on natural <br /> precipitation. <br /> 4. Please provide additional detail crhout off-sire creek corridor restoration activities that <br /> could he implemented to meet permitting requirements. <br /> If on-site creek corridor enhancement activities arc deemed insufficient, the City would <br /> evaluate creek restoration opportunities along an approximately 650-foot stretch of <br /> Kottinger Creek about 0.25 mile northeast of Lions Wayside Park (sec aerial photo <br /> below). <br /> Page 3 of 5 <br />
