Pulled from the agenda — Presentation by Tri-Valley Regional Rail Authority on the Valley Link <br /> project and consider adoption of a resolution supporting a Multiple Unit system <br /> 9. Presentation and discussion on recommended Capital Facility, Transportation and Affordable <br /> Housing Development Impact fees <br /> City Manager Fialho introduced the item, noted it is a two-step process and deferred to Finance <br /> Director Tina Olson for a report. <br /> Finance Director Olson presented the staff report and displayed a PowerPoint presentation <br /> addressing the agenda, background and overview of the Development Impact Fee Nexus Study, <br /> Authority To Levy Development Impact Fees, Methodology Used For The Capital Facility and <br /> Transportation Fee, methodology used for Affordable Housing, Stakeholder and Public Feedback, <br /> changes made based on Stakeholder and Public Feedback, Capital Facility Impact Fee, Capital <br /> Facility Maximum Fees, Transportation Fee Projects, Transportation Maximum Impact Fees, <br /> Affordable Housing Impact Fees, Comparative Development Impact Fees, Comparative <br /> Cumulative Development Impact Fees, Comparative Cumulative Development Impact Fees <br /> Excluding Housing, Comparative Development Impact Fees For Housing Only, Staff <br /> Recommendations in terms of goals and methodology used for staff recommendations, and <br /> Development Impact Fee Revenues generated by Staff Recommendations. Additionally, she <br /> provided information regarding revenue increase drivers, alternative options for council to <br /> consider and provided a recap and policy considerations. <br /> Mayor Thorne commented on the State Legislature's new law allowing BART to build housing and <br /> asked whether they would be subject to the fees. Finance Director Olson responded affirmatively. <br /> In response to his inquiry regarding the percentage of proposed development fees in Zone 7 and <br /> Dublin San Ramon Services District (DSRSD), Finance Director Olson reported that in Zone 7 for <br /> a single-family home it would be $28,170 and in DSRSD it would be $15,501. Mayor Thorne <br /> noted a very small percentage comes to the City itself. <br /> Councilmember Narum inquired when Livermore or Dublin last updated their fees and when they <br /> are planning to update them again. Finance Director Olson reported Dublin updated their Public <br /> Facilities and Fire Impact Fees in October 2017; they have traffic impact fees by geographic area <br /> and their Downtown Western Dublin Traffic Impact Fees were updated in September 2016 and <br /> Eastern Dublin Traffic Impact Fees are expected to be updated in March 2019. Livermore will be <br /> updating their Sewer Connection and Traffic Impact Fees in the next four-to-six months. <br /> Councilmember Narum commented on Pleasanton's high retail fee compared to Dublin and asked <br /> if that has affected people's decisions not to build in Pleasanton. City Manager Fialho stated staff <br /> has discussed the matter internally and has not been able to point to any example on the retail <br /> front that has led to a retail operation locating in Dublin versus Pleasanton because of the retail <br /> fees. He added that generally there is more interest in terms of the location of available property <br /> for development. In response to her follow-up question regarding the potential increase in retail <br /> square footage, Pleasanton could see that would be subject to the fees, and City Manager Fialho <br /> reported staff will return with that information at the next meeting. Most of the retail opportunity the <br /> City has is currently under a development agreement with property owners and City Manager <br /> Fialho listed the "Big three" including Stoneridge Mall, Costco and Johnson Drive properties, <br /> noting the retail fees would not apply. If it did, they would get credit for existing buildings against <br /> new retail buildings they would construct; the fees would not apply to existing structures. <br /> City Council Minutes Page 3 of 6 September 4, 2018 <br />
