Attachment A <br /> 04-ALA 680 R6.8/21.8 <br /> Trash Capture <br /> EA No. 04-4G115 <br /> EFIS No. 0417000130 <br /> Cooperative Agreement No. 4-265 5 <br /> COOPERATIVE AGREEMENT <br /> This AGREEMENT, effective on , 2018, is between the STATE <br /> OF CALIFORNIA, acting by and through its Department of Transportation, referred to <br /> herein as CALTRANS, and the CITY OF PLEASANTON, a municipal corporation of the <br /> State of California,referred to herein as CITY. <br /> RECITALS <br /> 1. CALTRANS and CITY, herein referred to as PARTIES,pursuant to California Streets <br /> and Highways Code sections 114 and 130, are authorized to enter into this <br /> AGREEMENT. <br /> 2. CALTRANS is constructing a ramp metering project on Interstate 680, including areas in <br /> Pleasanton, referred to herein as PROJECT. <br /> 3. PROJECT results in 1.75 acres of storm water to be discharged into CITY drainage <br /> system along the northbound I-680 on-ramp at Bernal Avenue,referred to herein as <br /> IMPACTS. The PROJECT is situated within the jurisdictional boundaries of the San <br /> Francisco Bay Regional Water Quality Control Board,referred to herein as REGION 2. <br /> 4. The State Water Resources Control Board, referred to herein as SWRCB,has issued to <br /> CALTRANS a statewide National Pollutant Discharge Elimination System (NPDES) <br /> General Permit(Order No. 2012-0011-DWQ,as amended 2014-0077-DWQ),referred to <br /> herein as ORDER. Attachment V of the ORDER includes trash reduction obligation for <br /> the San Francisco Bay region. Similarly, REGION 2 has issued the Municipal Regional <br /> Permit(Order No. R2-2015-0049),referred to herein as MRP, for various municipalities <br /> within the boundaries of its jurisdiction. CITY is included as part of the MRP. Provision <br /> C.10 of the MRP outlines trash load reduction requirements for enumerated <br /> municipalities. As PROJECT proposes to discharge to CITY drainage system,CITY <br /> requires implementation of a trash capture strategy as required by Provision C.10 of MRP <br /> prior to approval of any connection to CITY drainage system. In order to meet Provision <br /> C.10 of MRP, a trash capture device treating PROJECT'S storm water runoff is proposed <br /> at an off-site location, referred to herein as TRASH CAPTURE PROJECT. The location <br /> of the proposed off-site trash capture device is shown in Exhibit A,attached herewith and <br /> made a part of this AGREEMENT. <br /> 5. CITY desires to assist CALTRANS by implementing TRASH CAPTURE PROJECT as <br /> set forth in this AGREEMENT and further described in Exhibit B, attached hereto and <br />
