BACKGROUND <br /> The 2014 Parks and Recreation Master Plan identified the need to resurface the <br /> basketball courts in twelve city parks. Subsequently, the Parks Division conducted an <br /> analysis of the various basketball courts and identified the courts at the Tennis and <br /> Community Park, Tawny Park and Meadows Park as the highest priority courts. These <br /> courts were prioritized based both on their deteriorating condition and the amount of <br /> play at these locations. <br /> In 2017, to further analyze the courts, the staff had their on-call geotechnical <br /> engineering consultant, BSK Associates, conduct a geotechnical report of the soils at all <br /> three parks and provide a recommendation for pavement section. Utilizing that <br /> geotechnical report, staff had RHAA Landscape Architecture + Planning conduct an <br /> investigation to determine the best method of renovating the courts. The options <br /> examined included: <br /> 1. Removing and replacing the asphalt <br /> 2. Installing a slip sheet overlay <br /> 3. Removing the asphalt courts and installing standard concrete courts <br /> 4. Removing the courts and installing post-tension concrete courts <br /> The investigation concluded that the slip sheet overlay system provided the best <br /> balance between cost and longevity. The fiber reinforced slip sheet system has a <br /> minimal impact as it utilizes the existing asphalt as a base with a layered sheet system <br /> to provide a stable surface that has enough flexibility to bridge the cracks in the existing <br /> asphalt. The slip sheet material will not allow the cracks in the base material to <br /> propagate, or reflect up, through to the new surface. The expected longevity of the slip <br /> sheet system is 20-to-25 years. <br /> In April 2018, the City hired Callander Associates Landscape Architecture to complete <br /> the construction documents due to their experience designing and specifying the slip <br /> sheet system. Throughout the process Callander cautioned the City that it was likely <br /> that only one bid would be received because the slip sheet system is a specialty product <br /> that a minimal number of contractors have experience installing. The contractor with <br /> experience installing the slip sheet system in the Bay Area is Vintage Contractors, Inc. <br /> Vintage Contractors, Inc. has installed dozens of courts around the Bay Area, including <br /> the slip sheet overlay installed at the tennis courts at Pleasanton Middle School in 2007. <br /> DISCUSSION <br /> Three contractors attended the mandatory pre-bid meeting on July 24, 2018, but only <br /> one submitted a bid for this project by the bid deadline on July 31, 2018. The engineer's <br /> estimate for the project was $388,442. The sole bid of $373,570.20 was received as <br /> expected from Vintage Contractors, Inc. All bid documents were found to be in order <br /> and references for the contractor were verified. Staff recommends the Basketball Court <br /> Resurfacing at Tennis and Community Park, Tawny Park and Meadows Park project be <br /> awarded to Vintage Contractors, Inc in the amount of $373,570.20. <br /> Page 2 of 3 <br />
