BACKGROUND <br /> In November 2017, the Landscape Architecture Division of the Engineering Department, <br /> with consultation from the City Attorney and Finance Departments, solicited bids from <br /> qualified landscape maintenance contractors for the five Landscape Maintenance <br /> Districts. The City contacted the following four contractors based on past experience <br /> with them: <br /> 1 . Tree Sculpture Group (dba Terra Landscape) <br /> 2. Jensen Corporation <br /> 3. New Image Landscape Company <br /> 4. Cleary Bros Landscape, Inc. <br /> A pre-bid walk was held on November 13, 2017, to review the scope and extent of work. <br /> Bids were submitted on November 29, 2017, by three of the four contractors. The bid <br /> results, from low-to-high bidder, were: <br /> 1 . Tree Sculpture: $65,941 <br /> 2. Jensen: $79,064 <br /> 3. New Image: $99,608 <br /> Tree Sculpture was the qualified low bidder. The contract was set for a six month term <br /> to bring the contract in line with the fiscal year. <br /> On June 19, 2018 the City Council approved the Engineer's Report for 2018-19 Annual <br /> Assessments for Landscape Maintenance Districts 1984-1 (Ponderosa-Del Prado), <br /> 1993-1 (Windsor), 1993-2 (Bonde Ranch), 1994-1 (Oak Tree Farm), and 1995-1 (Moller <br /> Ranch). That report identified the anticipated landscape maintenance costs based on the <br /> projected changes to the Agreement with the Contractor. The amended agreement <br /> increases the contract amount from $65,941 to $148,207.84 to account for the extension <br /> of the contract from six months to one year and to cover maintenance costs as outlined <br /> in the Engineer's Report. <br /> DISCUSSION <br /> The maintenance of all five Landscape Maintenance Districts is being reviewed this <br /> year as part of the Proposition 218 analysis approved with the Engineer's Report for the <br /> Districts.
