BACKGROUND
In November 2017, the Landscape Architecture Division of the Engineering Department,
with consultation from the City Attorney and Finance Departments, solicited bids from
qualified landscape maintenance contractors for the five Landscape Maintenance
Districts. The City contacted the following four contractors based on past experience
with them:
1 . Tree Sculpture Group (dba Terra Landscape)
2. Jensen Corporation
3. New Image Landscape Company
4. Cleary Bros Landscape, Inc.
A pre-bid walk was held on November 13, 2017, to review the scope and extent of work.
Bids were submitted on November 29, 2017, by three of the four contractors. The bid
results, from low-to-high bidder, were:
1 . Tree Sculpture: $65,941
2. Jensen: $79,064
3. New Image: $99,608
Tree Sculpture was the qualified low bidder. The contract was set for a six month term
to bring the contract in line with the fiscal year.
On June 19, 2018 the City Council approved the Engineer's Report for 2018-19 Annual
Assessments for Landscape Maintenance Districts 1984-1 (Ponderosa-Del Prado),
1993-1 (Windsor), 1993-2 (Bonde Ranch), 1994-1 (Oak Tree Farm), and 1995-1 (Moller
Ranch). That report identified the anticipated landscape maintenance costs based on the
projected changes to the Agreement with the Contractor. The amended agreement
increases the contract amount from $65,941 to $148,207.84 to account for the extension
of the contract from six months to one year and to cover maintenance costs as outlined
in the Engineer's Report.
DISCUSSION
The maintenance of all five Landscape Maintenance Districts is being reviewed this
year as part of the Proposition 218 analysis approved with the Engineer's Report for the
Districts. The maintenance and trade services agreement with the Contractor is subject
to change based on the results of the analysis.
Submitted by: Fiscal Review: Approved by:
it
Stephen rkpatrick Tina Olson Nelson Fialho
Director of Engineering Director of Finance City Manager
Attachments:
1 .
