BACKGROUND <br /> Each year, the City Council Legislative Subcommittee is asked to review and discuss <br /> pending and possible legislation as would benefit the City and its residents for <br /> recommendation to the City Council. <br /> In 2016, the City Council adopted a Legislative Platform that presented Guiding <br /> Principles, Goals and Strategies, with a recommendation for federal, state and local <br /> priorities, and a recommendation for positions on pending legislation. <br /> In an effort to better position the Cities advocacy efforts, the 2016 Legislative Platform <br /> has been updated in to a Legislative Framework with recommended Legislative Focus <br /> Areas for 2018. <br /> DISCUSSION <br /> The Legislative Framework presents ten Guiding Principles that represent the City's <br /> overall legislative interests and is a representation of our City Council's current Priorities <br /> and Work Plan as well as several guiding documents. The Goals and Strategies outline <br /> the approach and process the City will follow in implementing the Legislative <br /> Framework. As part of the Framework, Legislative Focus Areas have been identified for <br /> 2018 and were developed by considering the current political landscape at the federal <br /> and state level and also current regional and local issues. <br /> On May 30, 2018, the City Council Legislative Subcommittee reviewed the Legislative <br /> Framework along with a list of bills for 2018 that the City has been directing advocacy <br /> efforts toward. (Attachment 2) The subcommittee discussed the recommended <br /> positions for each bill and also discussed and encouraged the City's participation in the <br /> Coalition to End Homelessness. The Coalition to End Homeless is an effort that was <br /> begun by the "Big 11 Mayors" from the cities of Santa Ana, San Diego, Fresno, Los <br /> Angeles, Long Beach, San Jose, San Francisco, Anaheim, Sacramento, and Oakland to <br /> make a budget request to the Governor to allocate a quarter of the states $6 billion <br /> budget surplus toward cities. This would provide funding directly to cities that could be <br /> used to build social services infrastructure such as shelters and supportive housing as <br /> well as services to homeless individuals and families. The subcommittee felt this aligned <br /> with the City Council Priority to Reduce Homelessness in the Tri-Valley. <br /> The Legislative Framework will serve as a policy document to guide the City's advocacy <br /> efforts and provide guidance to staff as they evaluate legislation and issues.
