BACKGROUND The City has an ongoing need for surveying and computer drafting professional services. The types of services needed may include, but are not limited to: providing topographic and general survey services for project design and construction, construction staking, identifying and locating boundaries for easements, performing survey map checking, and preparing plat maps, metes and bounds descriptions, records of survey, and corner records in conformance with the Land Surveyors Act and California Business and Professions Code. In addition, the firms may also be asked to provide computer drafting services in conjunction with the surveys completed for the City. Since this is a varied and ongoing need, the City has found the best mechanism to acquire these services is through the use of "on-call" contracts. In June 2013, the City awarded three-year contracts to: Ruggeri-Jensen-Azar, Kier & Wright Civil Engineers and Land Surveyors, Inc. and Alexander & Associates, Inc. for on-call surveying and computer drafting professional services. The contracts were extended an additional two years in June 2016. The current contracts expire on June 30, 2018. To ensure these types of services are readily available when needed, staff advertised a Request for Qualifications (RFQ) package in February 2018. The RFQ described the type of work needed, indicated that the City would be seeking multiple firms to perform the work, and indicated the intention to enter into a three-year "on-call" contract with work assigned as needed. DISCUSSION A total of four survey engineering consulting firms submitted SOQs in response to the request. City engineering staff reviewed the SOQs and invited the four respondents for interviews. A panel of three city staff members familiar with project needs and types of services conducted interviews of the four firms: 1 . Alexander & Associates, Inc. 2. Guida Survey, Inc. 3. Kier & Wright Civil Engineers and Land Surveyors, Inc. 4. Ruggeri-Jensen-Azar Staff also contacted the references provided by each of the four firms to obtain feedback on past contractual experiences. Based on ratings of the SOQs, interviews, and reference inquiries, staff recommends awarding contracts to three firms: Ruggeri- Jensen-Azar, Kier & Wright Civil Engineers and Land Surveyors, Inc. and Alexander & Associates, Inc. Staff believes these three firms are the most qualified to provide the required surveying and computer drafting professional services for fiscal years 2019- 2021. The term of the on-call contracts is for three years with the option of two additional one- year extensions. Funding for these contracts will be provided from CIP project budgets for each of the projects requiring these services. When a service is needed for a project, the selected Page 2 of 3
