BACKGROUND <br /> The City has an ongoing need for surveying and computer drafting professional <br /> services. The types of services needed may include, but are not limited to: providing <br /> topographic and general survey services for project design and construction, <br /> construction staking, identifying and locating boundaries for easements, performing <br /> survey map checking, and preparing plat maps, metes and bounds descriptions, <br /> records of survey, and corner records in conformance with the Land Surveyors Act and <br /> California Business and Professions Code. In addition, the firms may also be asked to <br /> provide computer drafting services in conjunction with the surveys completed for the <br /> City. Since this is a varied and ongoing need, the City has found the best mechanism to <br /> acquire these services is through the use of "on-call" contracts. <br /> In June 2013, the City awarded three-year contracts to: Ruggeri-Jensen-Azar, Kier & <br /> Wright Civil Engineers and Land Surveyors, Inc. and Alexander & Associates, Inc. for <br /> on-call surveying and computer drafting professional services. The contracts were <br /> extended an additional two years in June 2016. The current contracts expire on June <br /> 30, 2018. To ensure these types of services are readily available when needed, staff <br /> advertised a Request for Qualifications (RFQ) package in February 2018. The RFQ <br /> described the type of work needed, indicated that the City would be seeking multiple <br /> firms to perform the work, and indicated the intention to enter into a three-year "on-call" <br /> contract with work assigned as needed. <br /> DISCUSSION <br /> A total of four survey engineering consulting firms submitted SOQs in response to the <br /> request. City engineering staff reviewed the SOQs and invited the four respondents for <br /> interviews. A panel of three city staff members familiar with project needs and types of <br /> services conducted interviews of the four firms: <br /> 1 . Alexander & Associates, Inc. <br /> 2. Guida Survey, Inc. <br /> 3. Kier & Wright Civil Engineers and Land Surveyors, Inc. <br /> 4. Ruggeri-Jensen-Azar <br /> Staff also contacted the references provided by each of the four firms to obtain <br /> feedback on past contractual experiences. Based on ratings of the SOQs, interviews, <br /> and reference inquiries, staff recommends awarding contracts to three firms: Ruggeri- <br /> Jensen-Azar, Kier & Wright Civil Engineers and Land Surveyors, Inc. and Alexander & <br /> Associates, Inc. Staff believes these three firms are the most qualified to provide the <br /> required surveying and computer drafting professional services for fiscal years 2019- <br /> 2021. <br /> The term of the on-call contracts is for three years with the option of two additional one- <br /> year extensions. <br /> Funding for these contracts will be provided from CIP project budgets for each of the <br /> projects requiring these services.
