BACKGROUND
The City has an ongoing need for general architectural services. The types of services
needed may include, but are not limited to: general consulting, peer review, architectural
services, plan checking, CIP project design, providing architectural recommendations
for emergency situations, computer or manual drafting, and other tasks associated with
public works infrastructure design, construction, and/or operation as assigned and
directed by the City Engineer. These services will provide architectural services for
various city capital improvements. Since this is a varied and ongoing need, the City has
found the best mechanism to acquire these services is through the use of "on-call"
contracts.
In June 2015, the City awarded three-year contracts to: Dougherty + Dougherty
Architects, LLP and ATI Architects and Engineers for on-call general architectural
services. The current contracts expire on June 30, 2018. To ensure these types of
services are readily available when needed, staff advertised a Request for
Qualifications (RFQ) package in February 2018. The RFQ described the type of work
needed, indicated that the City would be seeking multiple firms to perform the work, and
indicated the intention to enter into a three-year "on-call" contract with work assigned as
needed.
DISCUSSION
Nine general architectural firms submitted SOQs in response to the request. City
Engineering and Support Services staff reviewed the SOQs and invited the five highest
rated respondents for interviews. A panel of three city staff members familiar with
project needs and types of services conducted interviews of the five firms:
1 . Perkins Eastman Architects, DPC
2. Salas O'Brien
3. Walker Construction
4. Dahlin Group, Inc.
5. Interactive Resources
Staff also contacted the references provided by each of the five firms to obtain feedback
on past contractual experiences. Based on ratings of the SOQs, interviews, and
reference inquiries, staff recommends awarding contracts to three firms: Interactive
Resources, Inc., Dahlin Group, Inc. and Perkins Eastman Architects, DPC. Staff
believes these three firms are the most qualified to provide the required general
architectural services for fiscal years 2019-2021.
The term of the on-call contracts is for three years with the option of two additional one-
year extensions.
Funding for these contracts will be provided from CIP project budgets for each of the
projects requiring these services. When a service is needed for a project, the selected
firms will be requested to submit a detailed proposal, which defines the scope of work
for the particular project and the fee required to complete the task.
