BACKGROUND <br /> The City has an ongoing need for general architectural services. The types of services <br /> needed may include, but are not limited to: general consulting, peer review, architectural <br /> services, plan checking, CIP project design, providing architectural recommendations <br /> for emergency situations, computer or manual drafting, and other tasks associated with <br /> public works infrastructure design, construction, and/or operation as assigned and <br /> directed by the City Engineer. These services will provide architectural services for <br /> various city capital improvements. Since this is a varied and ongoing need, the City has <br /> found the best mechanism to acquire these services is through the use of "on-call" <br /> contracts. <br /> In June 2015, the City awarded three-year contracts to: Dougherty + Dougherty <br /> Architects, LLP and ATI Architects and Engineers for on-call general architectural <br /> services. The current contracts expire on June 30, 2018. To ensure these types of <br /> services are readily available when needed, staff advertised a Request for <br /> Qualifications (RFQ) package in February 2018. The RFQ described the type of work <br /> needed, indicated that the City would be seeking multiple firms to perform the work, and <br /> indicated the intention to enter into a three-year "on-call" contract with work assigned as <br /> needed. <br /> DISCUSSION <br /> Nine general architectural firms submitted SOQs in response to the request. City <br /> Engineering and Support Services staff reviewed the SOQs and invited the five highest <br /> rated respondents for interviews. A panel of three city staff members familiar with <br /> project needs and types of services conducted interviews of the five firms: <br /> 1 . Perkins Eastman Architects, DPC <br /> 2. Salas O'Brien <br /> 3. Walker Construction <br /> 4. Dahlin Group, Inc. <br /> 5. Interactive Resources <br /> Staff also contacted the references provided by each of the five firms to obtain feedback <br /> on past contractual experiences. Based on ratings of the SOQs, interviews, and <br /> reference inquiries, staff recommends awarding contracts to three firms: Interactive <br /> Resources, Inc., Dahlin Group, Inc. and Perkins Eastman Architects, DPC. Staff <br /> believes these three firms are the most qualified to provide the required general <br /> architectural services for fiscal years 2019-2021. <br /> The term of the on-call contracts is for three years with the option of two additional one- <br /> year extensions. <br /> Funding for these contracts will be provided from CIP project budgets for each of the <br /> projects requiring these services. When a service is needed for a project, the selected <br /> firms will be requested to submit a detailed proposal, which defines the scope of work <br /> for the particular project and the fee required to complete the task.
