Lighting and Landscape District 1995-1, Moller Ranch <br /> The Moller Ranch subdivision (L & L District 1995-1) has been in place for 23 years. <br /> Maintenance in this District includes open space areas, entry features, lighting, <br /> firebreaks, trees, shrubbery, groundcover and irrigation systems. <br /> The assessments for the coming year for District 1995-1 (Moller Ranch) will remain at <br /> $570.06 per parcel per year. With a total of 101 parcels in the District (including the city- <br /> owned Moller Ranch water tank parcel and a staging area for Pleasanton Ridge), this <br /> year's total assessment will be $57,557. This amount will be insufficient to fund the <br /> maintenance of all common areas including water and electrical costs, county <br /> assessment fees, and City administration fees. <br /> Although a fund balance of approximately $280,000 exists for this District, staff <br /> recommends increasing the current assessment, as the District contains a number of <br /> improvements for which long-term replacement must be considered. A significant <br /> amount of repair/replacement capital improvements are currently underway that will <br /> impact the fund balance. Future repair/replacement improvements consist of an <br /> extensive irrigation system replacement, decorative street lighting replacement at the <br /> project entrance and other features. The Engineer's Report projects that $51,037.47 will <br /> be required from the reserve fund to cover projected maintenance costs and consultant <br /> fees for the Proposition 218 analysis. <br /> Staff met with the Moller Ranch Homeowners Association to discuss increased <br /> assessments to meet their repair/replacement capital improvement requirements and are <br /> working towards a vote on the increased assessment prior to, or with the adoption of, the <br /> 2018/19 Engineer's Report. <br /> With the assessment of two city-owned parcels, the City will pay $1,121.06 ($560.53 <br /> each). <br /> Submitted by: Fiscal eview: Approved by: <br /> /Lfittk <br /> Stephen Kir Patrick Tina Olson Nelson Fialho <br /> Director of Engineering Director of Finance City Manager <br /> Attachments: <br /> 1.
