FINANCIAL STATEMENT <br /> The anticipated total expenditure for this project is $2,304,000, including a construction <br /> contingency of $99,985. Current funding for the project is $1,200,000 with a budget <br /> shortfall of $1,104,000. Staff is recommending City Council reallocate $50,000 from the <br /> Repair and Replacement Fund and appropriate $1,054,000 from the CIP General Fund <br /> Reserve to complete the funding for this project. <br /> BACKGROUND <br /> The Dolores Bengston Aquatic Center (DBAC) is located at 4455 Black Avenue (see <br /> Attachment 1 for the location of the facility). The DBAC locker rooms were built in <br /> 1996/97. The approximately 2,600 combined square feet that make up the men's and <br /> women's locker rooms are within a slab-on-grade, masonry walled building. The interior <br /> of the building is standard wood and drywall construction, with the exception of each <br /> communal shower area which is also masonry block walls. The interior finishes of the <br /> facility are showing their age and are very difficult to maintain and keep clean. The <br /> existing lockers are small and do not meet current demands; the communal shower <br /> area water fixtures and drain system require a considerable amount of maintenance; the <br /> lighting in both locker rooms is not bright enough for current standards; there are water <br /> ponding issues in each locker room and in the foyer immediately outside the locker <br /> rooms; and the fencing/gates around the entire facility does not meet current code <br /> requirements. <br /> On May 2, 2017, City Council awarded a design professional services agreement to <br /> Arch-Pac, Inc. to provide architectural design and construction support services for the <br /> DBAC Locker Room Renovation project. Based on the design, this project provides <br /> private, compartmental showers with ADA shower stalls for both the men's and <br /> women's locker rooms. It will also upgrade and elevate the feel of the entire facility with <br /> the replacement of the counters with integral sinks, new restroom partitions, lockers and <br /> tiled walls. The project will also replace the concrete floors to address the water ponding <br /> issues. All underground plumbing will be replaced when the concrete floor is removed. <br /> Lighting for each locker room will be replaced and a new HVAC system will be installed. <br /> This project will also address the perimeter gate/access by replacing all perimeter <br /> fencing. <br /> The number of showers required is determined by the Alameda County Health Services <br /> Department, and is based upon the square footage of the pool area. Replacing the <br /> communal style showers in the locker rooms with private compartmentalized showers <br /> decreases the number of shower heads possible inside each locker room. Therefore, <br /> two banks of "on-deck" showers will be constructed to meet the code required number <br /> of showers for the facility (six standard and one ADA adjacent to the 50-meter pool; five <br /> standard and one ADA adjacent to the 25-yard lap pool). The exterior showers are also <br /> seen as an improvement by patrons of the facility, as well as the aquatic center staff. <br /> DISCUSSION <br /> Bids <br /> The Architect's estimate for the project was $1,600,000. Sealed bids were opened on <br /> May 2, 2018. A total of six bids were received that ranged from $1,990,000 to <br /> $2,943,374 (see Attachment 2).
