14. Presentation of a Proclamation proclaiming Red Haas as 2018 Pleasanton Ambassadog <br /> Councilmember Pentin invited the Haas Family and Melanie Sadek to the podium and presented them <br /> with a proclamation acknowledging Red Haas as the 2018 Pleasanton Ambassadog. He recognized the <br /> work of the Haas Family to save the lives of Tri-Valley companion animals. <br /> 15. Presentation of a Proclamation proclaiming May 2018 Mental Health Awareness Month <br /> Councilmember Pentin invited Foothill High School Sophomore Cassidy Chang to the podium and <br /> noted the attendance of Nicole Thomas and members of the Youth Commission who addressed the <br /> City Council. Councilmember Pentin presented a Proclamation declaring May, 2018 as Mental Health <br /> Awareness Month. <br /> Cassidy Chang thanked the City and Council for the proclamation and noted the need to be aware of <br /> and address mental health. She reported mental health is surrounded by stigma but expressed <br /> appreciation for being part of a community that addresses mental health. <br /> Nicole Thomas spoke on behalf of the Youth Commission and thanked the City Council for its <br /> recognition and support. <br /> 16. Public comment <br /> Ramesh Sood invited the City Council and public to a Sister Shivani Seminar on June 2nd at the Santa <br /> Clara Convention Center and June 3rd at San Ramon Marriott. <br /> Susan Hayes, Chair of the Human Services Commission, thanked the City Council for approving the <br /> 2018-19 Housing and Human Services grant recommendations and for its continued support. <br /> Raymond Figueroa, Recreation Supervisor, Pleasanton Senior Center, reported the Senior Center will <br /> celebrate its 25th Anniversary this year and invited the City Council and public to join the celebration on <br /> Saturday, May 5th, from 10:00 a.m. to 2:00 p.m. He reported 1,500 people a week are served by the <br /> Senior Center in a wide scope of programs and the Center has become the hub and gateway to senior <br /> resources and education. He introduced Jerry Bergman, a Senior Center daily participant. <br /> Jerry Bergman spoke about the programs and services offered by the Senior Center. <br /> Edie Nehls, Executive Director, Sunflower Hill, thanked the City Council for its support, commented <br /> regarding the Community Farm, and the possibility of having Sunflower Hill residents being involved. <br /> PUBLIC HEARINGS AND OTHER MATTERS <br /> 17. Presentation and discussion of an update to the City's Capital Facility, Transportation and <br /> Affordable Housing Development Impact Fees <br /> Director of Finance Tina Olson thanked City staff members and consultants who worked on the <br /> project and presented details of the study. She displayed a PowerPoint Presentation addressing <br /> reasons for charging development impact fees, authority to levy development impact fees (AB <br /> 1600), existing development impact fee categories, proposed development impact fee categories, <br /> methodology of the study, capital facility impact fee, and capital facility maximum fees. <br /> Councilmember Brown commented on the City's current low fees and stated the maximum <br /> amounts resulting from the study are what the City should be charging. <br /> City Council Minutes Page 3 of 8 May 1, 2018 <br />
