Whether the plan conforms to the purposes of the PUD District: <br /> As currently proposed, the City Council finds that the proposed project does not <br /> conform to the purposes of the PUD district and this finding cannot be made. The <br /> primary purpose of the PUD district is to allow flexibility in the development of <br /> projects, that the City determines are in its best interest and among other stated <br /> purposes, consistent with the General Plan and "community desires". In turn, these <br /> community desires are articulated through General Plan policies such as those <br /> described in other findings. While the proposed CTC has been designed with <br /> attractive architecture, the site-design features are not consistent with the <br /> community's broader policy and design objectives, as expressed through the <br /> General Plan, to provide a consistent street-scape and building presence along <br /> Santa Rita Road. The proposed development is visually auto-oriented and does not <br /> provide an attractive streetscape and, therefore, is not consistent with purposes of <br /> the PUD District. <br />
