ATTACHMENT 2 <br /> With respect to the PUD-125, the City Council makes the following draft findings in <br /> addition to other factors raised during the public hearing, as required by Section <br /> 18.68.110 of the Pleasanton Municipal Code: <br /> A. Whether the plan is in the best interests of the public health, safety, and general <br /> welfare: <br /> The City Council finds that the proposed project would not meet all applicable City <br /> standards concerning public health, safety, and welfare. Specifically Zoning <br /> Ordinance of the Municipal Code in Section 18.04.101 sets forth objectives for all <br /> projects to promote the public health, safety, peace, comfort, convenience, <br /> prosperity and general welfare. The City Council finds that the project as proposed <br /> does not meet all of the objectives those objectives and that setting the building back <br /> and placing significant parking in the area visible from the street is uncharacteristic <br /> of the Santa Rita Road corridor, would reflect a worse, rather than improved <br /> condition over what exists today, and would be counter to many of the community's <br /> broader policy and design objectives. The City Council further finds that the <br /> proposed site layout would present an overly auto-oriented character along the <br /> corridor, replacing the existing street-fronting CTC building with an expanse of <br /> parking that would not be an improvement over the existing condition and not be in <br /> the best interest of the public health, safety, and general welfare. <br /> B. Whether the plan is consistent with the City's General Plan and any applicable <br /> specific plan: <br /> The City Council finds that the proposed development is not consistent with the <br /> City's General Plan including the smart growth policy and Community Character <br /> Element. While the proposed CTC has been designed with attractive architecture, <br /> the site-design features are not consistent with the community's broader policy and <br /> design objectives to provide a consistent street-scape and building presence along <br /> Santa Rita Road. The proposed development is visually auto-oriented and does not <br /> provide an attractive streetscape due to the placement of a large amount of parking <br /> along the street frontage. In addition, as currently proposed the CTC development <br /> does not promote smart growth and includes the large auto-oriented development <br /> with the entire parking field adjacent to Santa Rita Road. Setting buildings back to <br /> allow for significant parking that is visible from the street and would not promote <br /> bicycling in a complementary way in accordance with the recently adopted Bicycle <br /> and Pedestrian Master Plan which includes Santa Rita Road as the second highest <br /> priority corridor for future improvements. The City Council finds that the project is not <br /> consistent or compatible with land use patterns and development in the area and is <br /> not consistent with the General Plan goals, policies, and programs. <br /> C. Whether the plan is compatible with previously developed properties in the <br /> vicinity and the natural, topographic features of the site: <br />
