<br /> Based on these concerns, and resultant inconsistency with the above-referenced
<br /> General Plan policies, staff continues to recommend denial of the project.
<br /> Throughout the review process, and based on prior analysis and Planning Commission
<br /> comments, staff has continued to encourage the applicant to move the CTC building
<br /> adjacent to the street to provide a consistent and improved street presence and
<br /> streetscape along Santa Rita Road. The applicant has indicated that they have
<br /> considered options to use temporary off-site facilities during construction but have found
<br /> the option to add cost, time, and to be counter to the premise of their proposal. In
<br /> addition, they have considered using on-site portables during construction to allow for
<br /> construction of the building towards Santa Rita. However, none of those options were
<br /> found to be feasible by the applicant.
<br /> In its deliberations, the Planning Commission recognized that a building placed along
<br /> the Santa Rita frontage would be the preferred site configuration, but also
<br /> acknowledged the concerns of the applicant regarding the feasibility of this approach,
<br /> which would require training programs held at the site to be discontinued while the new
<br /> building was constructed. Ultimately the Commission determined that an appropriate
<br /> street frontage could be achieved by enhancing the landscaping and design along
<br /> Santa Rita Road. The applicant has proposed to address the building presence
<br /> deficiency by retaining the existing trees along Santa Rita Road and redesigning
