BACKGROUND <br /> The City of Pleasanton provides a paratransit service that offers transportation for <br /> Pleasanton and Sunol seniors that are at least 70 years old and/or individuals that are <br /> at least 18 years old and meet the Americans with Disabilities Act (ADA) eligibility <br /> requirements. <br /> The TDA provides for the disbursement of funds through the MTC for the purpose of <br /> providing community transit services to local residents. Measure B/BB provides for the <br /> disbursement of funds through the Alameda CTC for the purpose of providing <br /> community transit services to seniors and people with disabilities. Eligible agencies like <br /> the City of Pleasanton are required to file program plan applications annually with both <br /> the MTC and the Alameda CTC to receive their funding allocation. <br /> The MTC has established an application and funding formula for the distribution of TDA <br /> funds. Applications or claims are reviewed by MTC and forwarded to the Alameda <br /> County Board of Supervisors for consideration and approval. <br /> The Alameda CTC has also established a funding formula for the distribution of <br /> Measure B and Measure BB funds (dedicated sales tax) to provide special <br /> transportation for seniors and persons with disabilities. Each eligible agency must <br /> submit an application, including an eligibility statement, and an approved City Council <br /> Resolution. Program plan applications are then forwarded to the Paratransit Advisory <br /> Planning Committee for consideration and approval. <br /> DISCUSSION <br /> The total budgeted cost of the City's Paratransit Door-to-Door program is $826,698. <br /> This program is funded through a combination of outside sources (47%), fares (3%) and <br /> the City's General Fund (50%) as follows: <br /> Funding Sources Amount <br /> Outside Sources: <br /> MTC —4.5 TDA State Transit Funding $ 78,169 <br /> Measure B —Alameda County 1/2 cent Transportation Tax $109,199 <br /> Measure BB —Alameda County 1/2 cent Transportation Tax $198,016 <br /> Sub-total: $385,384 <br /> Fare Box Revenue: $29,375 <br /> General Fund Contribution: $411,939 <br /> TOTAL: $826,698 <br /> The Door-to Door program continues to be the core service offered by Pleasanton <br /> Paratransit Services. Enhancements to the program will include offering a fee <br /> assistance (scholarship) program for low income seniors and persons with disabilities. <br /> Additionally, we will be offering a group trip program (Daytrippers). This program <br /> provides affordable day trips to destinations offering education and enrichment <br /> opportunities in the San Francisco Bay Area. The primary mode of transportation <br /> utilized for day trips is the twenty-three passenger bus which was previously used for <br /> the Downtown Route program, which was eliminated at the end of FY 2016/2017. <br /> Page 2 of 3 <br />
