Consider adoption of a resolution approving a Franchise Agreement with Pleasanton Garbage
Service, Inc. for solid waste, recyclable materials, and organic material services and a resolution
approving a Rate Reserve Agreement with Pleasanton Garbage Service, Inc.
Brian Dolan, Assistant City Manager, presented the item which includes a proposal for two
agreements. The first is memorialized by a resolution approving the franchise agreement with
Pleasanton Garbage Service, Inc. (PGS) and the second is a smaller rate-reserve agreement,
which came about as part of contract negotiations as related to the operating reserve surplus. He
commented the City has worked with the contractor since the 1970's, over which time regulations
and requirements have evolved, with greater expectation of services by rate-payers and
residents. The goals for the new franchise agreement included having a state-of-the-art service
model, reduce collection rates, transfer risks for unexpected operating costs from the rate payer
back to the provider, increase city's franchise fee, switch to cost-based to index-based model,
eliminate cost-carryovers, increase transparency of related-party financial interactions, and a
reasonable franchise term.
City Council Minutes Page 3 of 12 March 20,2018
