MOTION: It was m/s Narum/Pentin to introduce and waive first reading of Ordinance No. 2174 <br /> approving the application of Sunflower Hill for a Planned Unit Development to construct an <br /> affordable 31-unit multi-family residential community for individuals with special needs, including <br /> an approximately 5,000-square foot community building with associated site improvements on a <br /> vacant 1.64-acre property to be dedicated to the city generally located at 3780 Stanley Boulevard, <br /> as filed under Case PUD-129. Motion passed by the following vote: <br /> Ayes: Councilmembers Narum, Olson, Pentin, Mayor Thorne <br /> Noes: None <br /> Absent: Councilmember Brown <br /> b) Consider a resolution to approve financial support for Sunflower Hill by a loan of $2,250,000 <br /> from the City's lower income housing fund; ground lease of dedicated parcel of land and <br /> allocation of up to $7,195,844 of the City's share of Alameda County Measure Al Housing <br /> Bond Funds <br /> Assistant City Manager Brian Dolan presented the agenda report addressing affordability <br /> requirements and financing. He presented details of two Council actions as requested by staff and <br /> displayed a PowerPoint presentation addressing Project Affordability and referenced a memo <br /> distributed today, showing adjustments to the levels of affordability. Additionally, he detailed <br /> Project Financing and presented recommendations. <br /> Councilmember Narum asked what the fund balance would be after the city issues a loan from the <br /> Housing Fund of$2,250,000. Mr. Dolan reported $8 - $10 million. <br /> Mayor Thorne noted there were no speakers to address this item. <br /> MOTION: It was m/s Narum/Olson to adopt and waive full reading of Resolution No. 18-998 <br /> approving and authorizing the City Manager to execute and take actions related to Sunflower Hill: <br /> Loan of$2,250,000 from the City's Lower Income Housing fund; ground lease of dedicated parcel <br /> of land; and allocation of up to $7,195,844 of the City's share of Alameda County Measure Al <br /> Housing Bond Funds. Consider approval of the revised Laurel Creek Traffic Calming Plan <br /> City Traffic Engineer Mike Tassano presented the agenda report and displayed a PowerPoint <br /> presentation addressing an overview of the Laurel Creek Traffic Calming Plan including location, <br /> previous work, results of post installation analysis, and an update of the Laurel Creek plan <br /> including results of a petition, details of a proposed half-street closure, and additional public <br /> feedback. He added most residents were not in favor of the partial closure and requested <br /> additional enforcement, more signs, and left turns in and out, and presented recommendations for <br /> Council's consideration. <br /> In response to an inquiry from Mayor Thorne regarding the percentage of people who favored <br /> speed bumps City Traffic Engineer Tassano reported the committee was not in favor of speed <br /> bumps and the committee is a representation of the public, at large. He noted challenges with <br /> installing speed bumps adding there is a limited number of areas where they could be placed. <br /> Mayor Thorne reported this, initially, was a speed issue, but turned into a volume issue and City <br /> Traffic Engineer Tassano agreed. <br /> City Council Minutes Page 4 of 7 February 6, 2018 <br />
