AP-10 Consultation -91.100, 91.200(b), 91.215(1) <br /> 1. Introduction <br /> The Consolidated Plan and Action Plan is an important document for the HOME Consortium. Built <br /> on interagency coordination, consultation, and public participation, the Consolidated Plan <br /> focuses attention on housing and community development needs and resources available to <br /> meet these needs. <br /> The FY2015-2019 Consolidated Plan was prepared through consultation with other public and <br /> private entities. At the countywide level, the HOME Consortium Technical Advisory Committee <br /> (HOMETAC), composed of staff from all jurisdictions in the HOME Consortium, met bi-monthly <br /> to provide policy input into the Action Plan planning process. Additional countywide consultation <br /> efforts are discussed in detail in the Alameda County section of the Consolidated Plan, which is <br /> an important document for the HOME Consortium. This Action Plan implements the <br /> Consolidated Plan priorities. <br /> Funding priorities are reviewed through two City commissions in addition to publication <br /> throughout the community and public hearing by City Council. The City commission review <br /> process for the application review, funding recommendation and award are summarized as <br /> follows: <br /> • The City's Human Services Commission (HSC) is appointed by the City Council and holds public <br /> meetings monthly on the first Wednesday of the month. The HSC provides the main public <br /> forum for discussion of a range of issues related to public services in Pleasanton and the Tri- <br /> Valley region. Of specific relevance to the FY2018-2019 Housing and Human Services Grants <br /> (HHSG) Program were meetings held in December 2017 (discussion of priorities for the <br /> upcoming Housing and Human Services Grant, or HHSG, process), February 2018 (discussion <br /> of the process for reviewing and evaluating applications for HHSG funding), and March 2018 <br /> (recommendation for HHSG funding for projects to be included in the next Action Plan). <br /> • The City's Housing Commission (HC) is also appointed by the City Council and holds public <br /> meetings monthly on the third Thursday of the month. The HC is similar to the HSC but <br /> focuses on housing-related projects and issues. In March 2018, the HC developed a <br /> recommendation for HHSG funding for housing-related projects and programs to be included <br /> in the next Action Plan. <br /> • The City Council serves as the highest level decision making body for all matters related to <br /> the Consolidated Plan. The Council holds public meetings twice monthly on the first and third <br /> Tuesday of the month. On April 17th, 2018, City Council will hold a public hearing and <br /> approved recommendations for HHSG funding from the HSC and HC for projects to be <br /> included in the next Action Plan.
