Applications Recommended for Public Services Funding
The City has allocated General Fund money to support the provision of important
human services in Pleasanton. These local funds are supplemented by federal CDBG
"public services" funds. Applications were reviewed by the Human Services
Commission at its March 7th meeting. The minutes from the meeting are included as
Attachment 2.
The Human Services Commission reviewed, scored, and ranked applications through
the online grants management system and evaluated projects against the funding
priorities it adopted in November 2017 [based on the most recent Tri-Valley Human
Services Needs Assessment (2011) and Strategic Plan (2014-2016)]. The 2017 HSC
funding priorities are as follows:
1. Programs that prioritize the "core services" identified in the recently adopted "2011
Human Services Needs Assessment" (dental care, primary health care, mental
health, food/nutrition, housing activities).
2. Programs that take into consideration transportation (e.g., incorporates or anticipates
how clients will access the proposed programs or activities).
3. Programs that are innovative and demonstrate service coordination and
collaboration.
4. The agency has registered with Alameda County 2-1-1 and Ptownlife.org.
On March 7th, the Human Services Commission held a hearing for grant applicants
during which they heard presentations from new applicants/projects and from other
applicants prior to their funding deliberation.
The following Table 4 provides a summary of the programs reviewed by the Human
Services Commission and their funding recommendations.
Table 4
CDBG and General Fund (Human Services) Recommendations
Agency Project Description Funding Source of Funds
Recomm.
Axis Community Health Phase 2 of capital project for Dental Clinic $100,000 CDBG
Capital
CALICO Center Child abuse prevention program involving"forensic interviews" $8,500 Gen Fund
and follow-up support services with Pleasanton victims of child
abuse and their families.
Chabot-Las Positas CCD/Tri Pleasanton Job Initiative will fund outreach and services to $5,000 Gen Fund
Valley One Stop Career Center— Pleasanton residents, providing a range of no-cost employment
Pleasanton Jobs Initiative FY18/19 and training services.
Chabot-Las Positas CCD/Tri Valley Tri-Valley Income Tax Assistance program increases free tax $5,000 Gen Fund
One Stop Career Center— preparation availability in Pleasanton.
Pleasanton VITA FY18/19
Child Care Links— Program improves the quality of early care and education $4,000 Gen Fund
Early Childhood Education Training environments for children as well as the qualifications and
stability of early childhood education workforce in the Tri-Valley.
