Vice Mayor Olson noted the numbers shown are to 2040 and asked what kind of assumptions <br /> were made regarding increases in housing in the Tri-Valley and Central Valley. Mr. Tang reported <br /> they use the Alameda County CTC Travel Demand Model. Vice Mayor Olson reported people in <br /> Livermore have been paying taxes for year for the operation of BART, which they do not have. He <br /> felt the alternatives are being presented because the BART Board does not want to go to <br /> Livermore. <br /> Mr. McPartland commented on differences among Members of the Board and reported on <br /> changes in funding through history. Moving forward and relative to parking, he noted the <br /> importance of developing new solutions but stated they have no idea how much parking will be <br /> needed in the future considering decreases in ridership and the advent of Uber and driverless <br /> cars. He reported he will work hard to get the City the parking structures it needs. <br /> Vice Mayor Olson reiterated the need for increased housing and subsequently, more parking. <br /> Mr. McPartland addressed distances, head ways and travel times and noted head ways can be <br /> improved. <br /> In response to Councilmember Narum's question, Mr. Tang reported relative to the DMU/EMU at <br /> Dublin Pleasanton Station, it will be double tracked for four miles and there will be a single track to <br /> the transfer platform. <br /> Mr. McPartland reported to get to ten-car trains, the existing tail track will need to be extended <br /> well beyond Santa Rita. <br /> Councilmember Brown asked regarding the storage and maintenance facility and noted that is <br /> pristine land. She asked why it was not located in an industrial area. Mr. Tang reported the <br /> storage and maintenance facility is about two miles from the Isabel station and addressed <br /> challenges in building it in other areas. He noted the purpose of the facility and reported a full-size <br /> facility is being proposed. BART is not charging BART to Livermore for the cost of the entire <br /> facility, but rather for a quarter of the cost of the facility. <br /> Councilmember Brown commented on "one seat, one ride" and Mr. Tang commented on the rider <br /> experience under the DMU and reported riders would have to pay a small extension fee to <br /> transfer from the DMU to the BART. <br /> Vice Mayor Olson opened the public hearing. Vice Mayor Olson opened the public hearing. <br /> Seeing and hearing no one wishing to address Council, Vice Mayor Olson closed the public <br /> hearing. <br /> Staff summarized staff recommendations for this item. <br /> Councilmember Pentin stated he does not support the bus alternatives. <br /> Councilmember Brown would support Tri-Valley/San Joaquin Valley Regional Rail Authority to <br /> San Joaquin County with the use of some Rail Authority. <br /> Councilmember Narum stated she supports Conventional BART to Livermore and with the end of <br /> the line close to the east side of Livermore and free up traffic on 1-580. She noted parking is not <br /> adequate and felt there must be other alternatives. <br /> MOTION: It was m/s by Brown/Pentin to support extention of BART to Isabel noting its <br /> preference for increased parking at the location and its lack of support for the bus alternatives. <br /> Motion passed by the following vote: <br /> City Council Minutes Page 6 of 7 March 6,2018 <br />
