3. Integrate new services with PGS Operations. In addition to selecting the service <br /> providers for these services and negotiating an agreement with the selected <br /> providers, staff will also collaborate with PGS on how to integrate the new <br /> services with PGS transfer and transport operations. This will occur in June and <br /> July of 2018. <br /> 4. Complete Final Rate Schedule. Current market conditions for organic and <br /> recyclable materials processing are dynamic. Despite the impact on demand and <br /> prices resulting from China's National Sword policy, it is anticipated that <br /> recyclables processing costs resulting from the procurement will be less than <br /> PGS's current costs to the City for these services. Conversely, due to SB 1383 <br /> (the landfill organics ban) increasing demand for limited organics processing <br /> capacity, future long term organics processing costs may increase from the <br /> existing spot market costs PGS incurs. Overall, staff's objective is to achieve a <br /> net savings over current costs resulting from these new contracts. Staff <br /> anticipates bringing revised rates, resulting from this process to the <br /> Subcommittee and City Council by September of 2018.
