BACKGROUND <br /> The Parks and Recreation Master Plan, adopted by City Council in 2014, identified the <br /> need for additional tennis courts within the Tennis and Community Park. Subsequently <br /> funds were budgeted in the City's Capital Improvement Program (CIP) project, CIP No. <br /> 147031. In March 2016 City staff began preparation of plans and specifications for the <br /> courts, followed by project advertisement for construction bid. On June 21, 2016, the <br /> City Council awarded the construction contract in the amount of$494,353 to the low <br /> bidder Goodland Construction. On August 9, 2016, the City Council heard from many <br /> area residents that the location on which two courts were being constructed was a <br /> heavily used grass area. At the meeting City Council directed that the construction be <br /> halted, the contract with Goodland be canceled, and that the Parks and Recreation <br /> Commission work with the community to determine the best alternative location for the <br /> two additional courts within the park. <br /> On November 10, 2016, the Parks and Recreation Commission chose a preferred <br /> alternative to be presented to City Council, based on community input and feasibility. <br /> On December 6, 2016, City Council directed staff to proceed with the re-design and <br /> advertisement of Alternative One, which placed the two courts to the east of the western <br /> parking lot and partially in the eastern parking lot. The City amended the contract with <br /> the designer, Callander Landscape Architecture, and proceeded with the re-design as <br /> directed. <br /> On May 16, 2017, Pleasanton's City Council awarded the contract for construction of <br /> the courts in the revised location to the lowest responsible bidder, Goodland Landscape <br /> Construction, Inc., in the amount of $799,338. Council authorized $56,880 for <br /> construction management services from Swinerton and authorized the Director of <br /> Engineering to approve change orders up to the project contingency amount of$80,000. <br /> DISCUSSION <br /> Construction was delayed by approximately two months due to scheduling challenges <br /> with the required PG&E electrical cutover work. The tennis courts officially opened on <br /> January 17, 2018. <br /> Budget <br /> The cost of the construction contract was $853,877, including $54,539 in contract <br /> change orders. A large portion of this change order cost ($22,409) was due to delay <br /> costs associated with the PG&E electrical work. Change orders also included the <br /> addition of an asphalt concrete overlay to a portion of the eastern parking lot ($8,885); <br /> and lime work for compaction purposes and irrigation system modifications ($14,115). <br /> The remaining change order amount ($9,130) is attributable to conditions and quantities <br /> in the field being different than indicated on the plans. <br /> The total cost of the project was $1,090,385, and also includes costs for design, <br /> topographical surveying, staking, geotechnical testing and observation, construction <br /> Page 2 of 3 <br />
