SECOND BERNAL BRIDGE AT ARROYO DE LA LAGUNA <br /> SCOPE OF WORK <br /> Date:December 18,2017 <br /> Task 1.3—Preliminary / Base Engineering Design <br /> Task 1.3.1—Structure Alignment Alternatives Development[BC.\,BKFI <br /> Although the City had initially identified the following two basic crossing alternatives with associated variations in <br /> the RFP,the City wants to evaluate the structure alignment development on alternative 2).The structure alignment <br /> development effort will evaluate the overall,financial and scheduling impacts with this crossing alternative. <br /> 1) Construct a new bridge for both EB and\XB vehicular traffic. <br /> la) Convert the existing bridge to a pedestrian/bikeway only bridge. <br /> lb) Relocate the existing bridge to another location for pedestrian/bicycle only use. <br /> 2) Construct a new bridge for EB traffic and use the existing bridge for WB traffic with pedestrians and bicycle <br /> traffic on both bridges. <br /> Consultant will evaluate Alternative 2) as indicated above to minimize project costs.The Consultant will consider <br /> the recent extenuating circumstances of channel damage from the recent 2017 storm events,potential for future <br /> storm damage prior to completion of the project and associated project cost increases,as well as the City's limited <br /> project budget and timing impacts of the other alternative funding sources. <br /> Consultant will prepare preliminary plan-line level geometries for the roadways,pedestrian,and bicycle trails for this <br /> structure alignment alternative. Geometries shall include horizontal,including retaining wall locations,and rough <br /> cut/fill limits. Consultant will prepare geometries layout and define the improvements in sufficient detail to obtain <br /> agency consensus that will be discussed in the feasibility study. <br /> Using the preliminary plan-line level geometries,Consultant will develop Preliminary Base Plans for the proposed <br /> bridge and approach roadway alternative consisting of base layout sheets.These Preliminary Base Plans will <br /> incorporate contour topography integrated from the aerial topography and will be sufficiently extended to <br /> approximate current channel topography conditions and transitions from the existing conditions to the proposed <br /> improvements such as the existing bridge structure,edge of pavement,right-of-way(ROW),adjacent property lines, <br /> and assessor's parcel numbers and owners'information. <br /> Task 1.3.2—Bridge Advanced Planning Study(APS)/ 15%Conceptual Plans and Estimate [BCA] <br /> Advance Planning Study (APS) level drawings of the structure will be developed for the evaluated alternative.Prior <br /> to development of the APS level drawings,Consultant will hold a workshop with the City to review the gathered <br /> project alternative information to confirm the alternative direction and kick-off the APS level drawings effort. <br /> These planning level structure drawings will include sufficient detail to depict the alternative project concept and <br /> will be used to coordinate with the City and 3rd party stakeholders to gain consensus on an acceptable project <br /> approach. <br /> Consultant will prepare a planning level conceptual construction cost estimate of the structural alternative and <br /> coordinate input for the project related to civil improvements. <br /> Task 1.3.3—Feasibility Summary Memorandum [BCA,BKFI <br /> Consultant will provide a text write-up of the Preliminary/Base Engineering Design information for the Feasibility <br /> Summary Memorandum.The memorandum will summarize the project constraints,considerations,and <br /> requirements,outline the project's focus and purpose including providing an assessment of the project's feasibility, <br /> and recommendation of the project's plan and direction. Input will consist of key points to enable an informed <br /> decision to be made by the City to proceed toward project approval for continuation of design into the subsequent <br /> 35%Type Selection and Final PS&E design phases. <br /> Deliverables; Task 1.3—Preliminary/Base Engineering Design: <br /> ✓ Preliminary Base Plans and Exhibits for Structure Alignment Alternative <br /> ✓ Advance Planning Study (APS) level General Plans of the Structure Alternative <br /> ✓ Planning Level Conceptual Construction Cost Estimates of the Structure Alternative <br /> ✓ Feasibility Summary Memorandum <br /> 3 <br />
