EXHIBIT A <br /> SECOND BERNAL BRIDGE AT ARROYO DE LA LAGUNA <br /> SCOPE OF WORK <br /> Date:December 18,2017 <br /> General Approach <br /> We have reviewed and understand the scope of work presented in the RFQ and as amended subsequently by the City to <br /> perform an Advanced Planning Study to assess and determine the feasibility of the project. In this section,we break down <br /> specific tasks and subtasks to identify and elaborate on our scope of work plan and the technical procedure proposed to <br /> achieve the City's project objectives for this preliminary contract. <br /> To determine the project constraints,considerations,requirements,and feasibility,we propose that this initial Base Scope <br /> of Work be limited to the completion of the Part 1 —Advanced Planning/ Feasibility Assessment. This initial milestone <br /> will provide the City with an update of the project's extensive history, determination of the project's focus and purpose, <br /> assessment of the project's feasibility,and recommendation of the project's plan and direction. <br /> Task 0 - Project Management <br /> In general project management shall include the supervision and scheduling of project staff, review of work prepared by <br /> staff and subconsultants, project coordination, client liaison and monitoring of the schedule and budget, preparation of <br /> project reports and attendance at meetings with the County and other agencies to receive input and discuss and review the <br /> project during its critical design periods. More specific responsibilities include: <br /> Task 0.1—Project Definition and Administration [BCA] <br /> Supervise, coordinate, and monitor design for conformance with City standards and policies. Prepare monthly <br /> progress reports and invoices. Assist the City in obtaining permission to enter private property for environmental <br /> and engineering studies. Employ and monitor subconsultants. Close and archive the project records at the end of <br /> the project. <br /> Consultant will prepare budgets for each task and milestone for the project;budgets will be monitored,and will be <br /> used as a basis for cost monitoring and control. <br /> Consultant will prepare monthly reports of expenditures for the project by task and milestone.Expenditure reports <br /> will serve as the basis for the Consultant's monthly invoices. <br /> Consultant will perform quality assurance and quality control during the course of the design and submittals. <br /> Task 0.2—Coordination Meetings [BCA] <br /> To facilitate comprehensive input from the project stakeholders, the Consultant's Project Manager and selected <br /> Team Members will attend monthly Project Development Team (PDT) coordination meetings with City staff <br /> members and other appropriate agency representatives. These PDT meetings will include a project kick-off meeting <br /> and comment review meetings after the 35%, 65% and 95% submittals to review and reconcile the City review <br /> comments of these submittals.Agendas will be sent out to all participants one week prior to the meetings,and timely <br /> minutes will be produced and distributed after the meetings <br /> Task 0.3—Project Schedule [BCA] <br /> Consultant will prepare and submit a Project Master Schedule in Microsoft Project to the City within 20 days of <br /> NIP. The schedule will indicate all tasks,milestones and project activities, deliverables,and will reflect necessary <br /> review time by affected agencies. Consultant will adjust and update the project schedule as necessary throughout the <br /> duration of the project,and provide updated schedules at each monthly progress meeting. <br /> Deliverables;Task 0—Project Management: <br /> ✓ Invoices and Progress Reports <br /> ✓ PDT Meeting Agendas and Minutes <br /> ✓ Project Design Schedule Updates <br /> Task 1 - Phase I - Feasibility Study <br /> Task 1.1—Project Assessment <br /> Task 1.1.1—Data Collection and Field Visit [BCA,BKF,AVILA] <br /> Consultant will collect available information on the project,including existing drawings,survey control,right-of-way <br /> 1 <br />
