MOTION: It was m/s by Narum/Brown to approve the Consent Calendar as submitted and as noted. <br /> Motion passed by the following vote: <br /> Ayes: Councilmembers Brown, Narum, Olson, Pentin, Mayor Thorne <br /> Noes: None <br /> Absent: None <br /> MEETING OPEN TO THE PUBLIC <br /> 13. Presentation of a Commendation to Julia Borchers and Wreaths Across Pleasanton <br /> On behalf of City Council, Councilmember Narum presented a commendation to Julia Brochers for her <br /> volunteer work with Wreaths across Pleasanton honoring the City's Veterans. <br /> Julia Borchers expressed her appreciation and felt honored to serve the City's Veterans. <br /> On behalf of City Council, Councilmember Narum presented a commendation to Kyla Harris for her <br /> volunteer work with Wreaths across Pleasanton and other non-profit organizations in the City. <br /> Kyla Harris noted she was honored to work on behalf of the City's Veterans and reported she enjoyed <br /> the process. She thanked everyone who helped with the project. <br /> Mayor Thorne commented on the importance of public service in making communities better and noted <br /> one individual doing so is Pleasanton City Manager Nelson Fialho. He presented information on his <br /> background and accomplishments and reported Mr. Fialho was recently awarded a considerable <br /> distinction from the International City/County Management Association which advances the profession <br /> of public service and local government, having served in local government for twenty-five years. He <br /> commended Mr. Fialho for his service and dedication to the community and congratulated him on his <br /> outstanding achievements. <br /> 14. Public Comment <br /> Nancy Harrington reported she and her husband, Gary, have been working with the East Bay Area <br /> Regional Parks District for the past four years to bring an interpretive pavilion to Shadow Cliffs. The <br /> goal is to have all the funding in place by July 2018, with construction beginning soon after. Mrs. <br /> Harrington reported costs have more than doubled and expressed opposition to building the pavilion in <br /> phases. She announced she and her husband are matching donations, up to $200,000 and reported <br /> the East Bay Regional Parks Foundation is seeking support from the community in getting the project <br /> completed in one phase. The estimated cost for the pavilion is now up to $1 million. Along with their <br /> donation, the District is soliciting funds and seeking a grant from California State Parks and the <br /> Foundation is looking for support at the Corporate, Private Foundation in individual levels. She <br /> addressed the money already raised by the Foundation in private contributions, noted any amount will <br /> support this contribution for the community and encouraged members of the public to donate <br /> PUBLIC HEARINGS AND OTHER MATTERS <br /> 15. Review of Owens Drive Traffic Circulation <br /> City Traffic Engineer Mike Tassano presented the staff report with a review of the Owens Drive Traffic <br /> Circulation. He addressed a history of Owens Drive, Additional Study done by Hexagon, the City's <br /> consultant, Traffic Counts, Microsimulation Model, Microsimulation Model Results and alternatives. He <br /> displayed a video of Owens Drive taken on October 5, 2017 from 5:00 to 6:00 p.m. and another of the <br /> City Council Minutes Page 3 of 9 January 16, 2018 <br />
