9. Accepted public improvements performed by ELLA for the Yolanda Court Outfall Structure Repair <br /> project, CIP No. 17434; authorized the City Clerk to file a Notice of Completion; authorized the <br /> payment of the retention in the amount of $9,877.13; the return of the project balance of $11,380 <br /> from the Yolanda Court outfield structure repair project CIP No. 17434, to the Bi-Annual Storm <br /> Repairs and Improvement project CIP No. 17415; the submission for reimbursement to FEMA for <br /> disaster relief and return the first $78,666 of any reimbursement received to the Storm Drain <br /> Enterprise fund balance, and return of additional reimbursement to the Miscellaneous CIP <br /> General Fund balance <br /> 10. Approved plans and specifications, reviewed bids, awarded and authorized the City Manager to <br /> execute construction contract to GSE Construction Company, Inc. in the amount of $322,800 for <br /> the installation of the Recycled Water Pressure Booster Station at Ken Mercer Sports Park, <br /> utilizing available California Clean Water State Revolving Funds and Proposition 1B grant funds; <br /> authorized the City Manager to enter into the project contract; authorized the Director of <br /> Engineering to approve and execute any required contact change orders not-to-exceed amount of <br /> $33,000 <br /> Finance <br /> 11. Accepted monthly disbursements and investment report for November 2017 <br /> Operations Services <br /> 12. Waived full reading and adopted Resolution 18-990 consenting to the inclusion of properties <br /> within the territory of the City of Pleasanton in the CSCDA Open Pace programs authorizing the <br /> California Statewide Communities Development Authority to accept applications from property <br /> owners, conduct contractual assessment proceedings and levy contractual assessments within <br /> the territory of the City of Pleasanton; and authorizing related actions, waived full reading and <br /> adopted Resolution 18-991 approving, authorizing and directing execution of a Joint Exercise of <br /> Powers Agreement Relating to the California Municipal Finance Authority; consenting to the <br /> inclusion of properties within the territory of the city in the California Municipal Finance Authority <br /> Open Pace programs; authorizing the California Municipal Financing authority to accept <br /> applications from property owners, conduct contractual assessment proceedings and levy <br /> contractual assessments within the territory of the city; and authorizing related actions; waived <br /> full reading and adopted Resolution 18-992 consenting to inclusion of properties within the city's <br /> jurisdiction in the Golden State Finance Authority Community Facilities District No. 2014-1 (Clean <br /> Energy) to finance renewable Energy improvements, energy efficiency and water conservation <br /> improvements, electric vehicle charging infrastructure, and other authorized improvements and <br /> approving associate membership in the Joint Exercise of Powers Authority thereto; waived full <br /> reading and adopted Resolution 18-993 consenting to inclusion of properties within the City's <br /> jurisdiction in the Golden State Finance Authority program to finance renewable energy <br /> generation, Energy and Water efficiency improvements, electric vehicle charging infrastructure, <br /> and other improvements and approving associate, membership in the Joint Exercise of Powers <br /> Authority related thereto; waived full reading and adopted Resolution 18-994 approving associate <br /> membership by the City of Pleasanton in the California Enterprise Development Authority; <br /> authorizing and directing the execution of an Associate Membership Agreement relating to <br /> associate membership of the city in the authority; authorizing the city to join the Figtree Pace <br /> program; authorizing the California enterprise development authority to conduct contractual <br /> assessment proceedings and levy contractual assessments within the territory of the City of <br /> Pleasanton; and authorizing related actions; waived full reading and adopted Resolution 18-995 <br /> consenting to inclusion of properties within the city's jurisdiction in the California Hero Program to <br /> finance distributed generation renewable energy sources, energy and water efficiency <br /> improvements and electric vehicle charging infrastructure and approving the amendment to a <br /> certain Joint Powers Agreement related thereto <br /> City Council Minutes Page 2 of 9 January 16; 2018 <br />
