Attachment 1 —Project Alternatives Comparison
Conventional BART Project and Project Alternatives Statistics
The following statistics are provided by conventional BART project and project alternatives:
Construction Cost (in $2016)
• Conventional BART — $1,635,000,000
• DMU — $1,600,000,000
• EMU — $1,670,000,000
• Express Bus/BRT - $ 380,000,000
• Enhanced Bus - $ 25,000,000
It is apparent the difference in project costs relate to whether a rail extension is chosen,
regardless of the type. All three rail extension options require widening of 1-580, modifications
to some interchanges and surface frontage roads, and a maintenance and operations facility
for storage and repair.
Right of Way Impact
Conventional Bart has the least impact to the City of Pleasanton Right of Way. The design is a
simple extension of the tracks in the median to Livermore and minimal widening is needed
through Pleasanton, the two locations that require 2-5 feet of right of way are at the Santa Rita
and El Charro overcrossing. DMU/EMU has similar widening needs at Santa Rita and El
Charro, but also requires widening at the Dublin Pleasanton BART station, as a parallel set of
tracks is necessary to bring the DMU/EMU units parallel to the existing station. The Express
Bus alternative has the greatest impact, as significant widening is needed to accommodate a
new bus loading zone in the median of 1-580 next to the BART tracks.
Eastbound 1-580 Westbound 1-580
AA. -i _ ,
Express Bus Cross-section
1-580 Relocation
The project inevitably requires modifications to 1-580 and BART Stations, below is a summary
of the required modifications for each alternative:
• Conventional BART — Modifications extend for 5.6 miles along 1-580. Typical relocation
by approximately 46 feet, from just east of Hacienda Drive interchange to west of
Portola Avenue overcrossing. Modifications to interchanges are required at: Santa
Rita Road, El Charro Road, Airway Boulevard, and Isabel Avenue. Frontage roads in
this section also require modifications.
• DMU/EMU — Modifications extend for 7.1 miles along 1-580. Typical relocation by
approximately 46 feet, from west of Dougherty Road/Hopyard Road Interchange to west
