BACKGROUND <br /> The existing sewer siphon was installed in the late 1960s and provides services to a <br /> large number of Pleasanton residences west of 1-680, from Puri Court at the north to <br /> Bernal Avenue at the south. The siphon had reached the end of its useful life and <br /> required monthly maintenance to keep the siphon in operation and prevent sewer <br /> overflows. The line had lost capacity due to corrosion and permanent grease buildup as <br /> is typically seen in older sewer siphons. <br /> On May 16, 2017, Council awarded the contract to the lowest responsible bidder, <br /> Manito Construction, Inc. in the amount of$1,012,900. On September 19, 2017, Council <br /> authorized a change order to Manito Construction, Inc. to procure the fusible PVC pipe <br /> for the Yolanda Court Outfall Structure Repair project, CIP No. 17434. <br /> DISCUSSION <br /> The project consisted of installation of 790 linear feet of 12-inch fusible PVD casing <br /> utilizing directional drilling. An 8-inch fusible PVC sewer main was pulled through the <br /> casing pipeline. The project installed an 8-foot diameter, 15-foot deep manhole structure <br /> at each end of the new pipeline. The new siphon is now in operation. <br /> The Operations Services Department requested that a failing manhole across from the <br /> DSRSD plant on the west side of the Arroyo de la Laguna channel be rehabilitated. The <br /> work was added to the project by change order and completed. In addition, the <br /> contractor purchased the 36-inch fusible PVC pipe for the emergency Yolanda Court <br /> Structure Outfall project repairs to ensure the pipe would be delivered to meet the tight <br /> construction schedule before the winter rains. <br /> The project is complete, the siphon and manholes are in operation, and staff <br /> recommends the acceptance of the project. <br /> Consulting support services will be required to complete the project closeout with the <br /> Department of Fish and Wildlife and the development of easement documents for Zone <br /> 7. Mosaic Associates is working on the project completion report to the Department of <br /> Fish and Wildlife. Kier & Wright Civil Engineers & Surveyors, Inc. is developing the <br /> easement documents to be approved by the Zone 7 Board. A total of $5,531 is <br /> recommended to remain in the project to pay for the forthcoming invoices. Once final <br /> invoices are received, Finance will be notified to close out the project and return the <br /> remaining funds to the fund balance. <br /> Budget <br /> Project expenditures total $1,312,952 and include the design, construction contract, <br /> change orders, consulting services and remaining consultant support services as <br /> outlined in Attachment 1. The final construction contract cost, including $92,822.17 in <br /> change orders, is $1,105,722.17. The majority of the change orders were associated <br /> with the purchase of the fusible PVC pipe, complications from directional drilling, and <br /> manhole rehabilitation. <br /> Page 2 of 3 <br />
