the Parks Division's on-call contractor. The speed lumps were installed under the 2017 <br /> street resurfacing project. The final phase, various striping and signage improvements, <br /> will be completed by the City's on-call contractors managed by Operations Services. <br /> Bids <br /> Sealed bids for this project were opened on February 20, 2018. There were a total of <br /> ten bids received that ranged from $535,375 to $836,785.62, compared with the <br /> engineer's estimate of$600,000 (see Attachment 2, Bid Summary). <br /> The lowest responsible bid was received from Rosas Brothers Construction of Oakland, <br /> California, in the amount of $535,375 which is approximately 11 percent lower than the <br /> engineer's estimate. All other bid documents were found to be in order and past work <br /> performed by Rosas Brothers Construction was verified to be satisfactory. Staff <br /> recommends award of the construction contract to Rosas Brothers Construction. <br /> Budget <br /> A total of $350,000 was budgeted for this project in the 2017/18 Capital Improvement <br /> Program based upon work identified as being required before the 2018 street <br /> resurfacing project. However, with the addition of First Street work, Main Street and Ray <br /> Street intersection pedestrian improvements, the pedestrian accessibility concrete work <br /> at the Senior Center, and the Junipero/Indepedence Traffic Calming work, additional <br /> funds are necessary. Based upon the low bid of $535,375, and a recommended <br /> contingency amount of$71,133, it will require $636,692 to complete the project. The <br /> recommended funding transfers totaling $286,692 are required to complete the project. <br /> Schedule <br /> This project will be impacting the downtown area and has established project <br /> milestones to ensure timely completion of work within the area. Work in the downtown <br /> area is anticipated to start in April and will be scheduled to ensure pedestrian access at <br /> all times. Work on Main Street is anticipated to take two weeks to complete and is <br /> scheduled to be completed no later than May 4, 2018. Work on First Street is <br /> anticipated to take four weeks to complete and is scheduled to be completed by <br /> May 11. <br /> The proposed schedule for the project is as follows: <br /> Approval of Plans and Specifications/Award of Contract March 6, 2018 <br /> Start of Construction April 2018 <br /> End of Construction July 2018 <br /> Page 3 of 4 <br />
