BACKGROUND
The project consists of removal and replacement of curb and gutter (to improve
drainage flow) and removal and replacement of damaged sidewalks that are potential
tripping hazards. Access ramps that are damaged, missing, or far out of compliance
with current standards are also included in the project in order to meet the current ADA
standards. The proposed concrete work is carefully coordinated to occur prior to the
upcoming annual street resurfacing program. Additional locations are selected from the
Operation Services Department Streets Division's high priority work order list, as well as
requests from the Traffic Engineering Division to address various issues they have
identified during the year; traffic calming and safety issues. See Attachment 1 for
general project locations.
DISCUSSION
The 2018 Curb and Gutter Removal/Replacement project, CIP No. 17509, consists of
removing and replacing approximately 3,200 square feet of sidewalk, 2,700 linear feet
of curb and gutter, and 32 pedestrian ramps. In addition, this project includes concrete
improvement work at the Pleasanton Senior Center on Sunol Boulevard, and pedestrian
crosswalk improvements at the intersection of Main Street and Ray Street.
The original curb and gutter budget was based on the work required on the streets
identified under the 2018 street resurfacing program. However, due to recent private
construction, water line improvements, and PG&E construction, the condition of First
Street from Bernal to Vineyard has deteriorated rapidly. First Street has now been
added to the 2018 street resurfacing program. The required curb and gutter work on
First Street before the street can be resurfaced is significant. In addition, all of the ADA
pedestrian ramps on First Street need to be replaced to current standards before the
street resurfacing. The work on First Street accounts for a large portion of the budget
shortfall being made up with the recommended fund transfers.
Main Street is scheduled to be resurfaced this spring after the current water line
replacement work is complete. Traffic Engineering has recommended pedestrian
improvements be made at Ray and Main streets. The improvements will relocate the
crosswalk along the north side of the intersection. After the improvement is completed,
motorists traveling westbound on Ray Street turning right onto northbound Main Street
will have much better visibility of pedestrians crossing Main Street. The work will include
new ADA ramps, traffic and light pole relocations, and associated conduit work.
At the Senior Center on Sunol Boulevard, it was recently identified that the ADA parking
stall access ramps are outdated and are causing safety concerns. The old asphalt
ramps will be removed and the sidewalk will be lowered throughout the ADA parking
area to allow for flush access, removing the potential tripping hazard and improving
access.
The implementation of the Junipero/Independence Traffic Calming project is being
completed through various capital improvement projects. This project will install the
required ADA pedestrian ramps. The location of one of the ADA ramps requires the
removal of a large tree which has been approved for removal and will be removed by
Page 2 of 4
