BACKGROUND <br /> I-680/Sunol Boulevard Interchange is the City's southernmost access to 1-680 and <br /> experiences a high volume of morning peak hour traffic that causes recurring <br /> congestion along Sunol Boulevard. <br /> Ramp metering was installed on the 1-680 southbound ramp in 2011. The existing <br /> southbound loop ramp design is only a single lane. The single lane design requires that <br /> the meter operate with the "2 cars per green" to accommodate the volume of traffic <br /> attempting to enter the freeway. However, even using the "two cars per green" <br /> operation the congestion creates a southbound vehicle queue from the southbound on- <br /> ramp to at least the intersection of Sunol Boulevard at Arlington Drive. This congestion <br /> results in vehicle cut-through traffic through Arlington Drive, Happy Valley Road, <br /> Pleasanton/Sunol Road and Riddell Street. A modification to the interchange is <br /> necessary to reduce congestion, improve safety and reduce the cut through traffic. <br /> Local interchange improvements, although located in Caltrans right of way, are always <br /> funded by the local agency. A local interchange provides access from city streets to the <br /> Caltrans freeway system. Any improvements to this local access must be reviewed and <br /> approved by Caltrans and paid for by the local agency. <br /> The Caltrans project development process contains very detailed steps to receive <br /> project approval. The first two steps are the Feasibility Study and the PID approval. <br /> Upon completion of these steps a detailed design can be completed followed by <br /> construction. <br /> DISCUSSION <br /> On November 28th 2017, the City of Pleasanton issued a request for proposals from <br /> design consultants to aid the City in conducting a Feasibility Study and to prepare <br /> Project Initiation Documents. On December 18, 2017, staff held a pre-proposal meeting <br /> of interested consultants to discuss questions specific to the project. Proposals were <br /> due on January 22, 2018, with a total of four proposals submitted. Staff conducted an <br /> evaluation of the proposals, taking into account relevant experience, work plan, <br /> technical approach to the project, schedule, and their familiarity with the Caltrans project <br /> development procedures. Consultant team interviews were held on February 1, 2018 to <br /> supplement the evaluation of submitted proposals. <br /> Based upon the analysis of the proposals and consultant team interviews, the City has <br /> selected AECOM Technical Services, Inc., as the design consultant for this work. <br /> AECOM has extensive experience with the Caltrans Project Initiation Document process <br /> and has performed several freeway interchange projects in the greater Bay Area, with <br /> their most recent work at the US 101/Broadway interchange in San Mateo County and <br /> US 101/Zanker Road Interchange in Santa Clara County. AECOM is also the design <br /> consultant for the 1-680 Express Lane (SR-84 to Alcosta Blvd) under contract with the <br /> Alameda County Transportation Commission. The consultant team is made up of <br /> various disciplines consisting of environmental and hydrology services, geotechnical <br /> engineering, transportation engineering, right-of-way, surveying, and public outreach <br /> Page 2 of 3 <br />
