Director of Community Development Beaudin noted two bills associated with districts noting SB <br /> 540 and AB 73 both create districts and the State is trying to tie additional incentives to them. He <br /> added the State is tying the City's housing compliance to roads' dollars and traffic improvements. <br /> Mayor Thorne reported he along with the Mayors of Livermore and Dublin are considering inviting <br /> the authors of some of the bills out and show them what impact the bills could have on the <br /> community. <br /> Councilmember Narum referenced SB 166 and asked about the possibilty of doing an evaluation. <br /> City Attorney Daniel Sodergren reported as part of the Palmer fix, if a city would increase rental <br /> inclusionary over 15% and met specific criteria, HCD can request an economic feasibility study. <br /> The economic feasibility study would apply only to inclusionary rental housing. <br /> Director of Community Development Beaudin reported as a policy, the State has not been in favor <br /> of inclusionary. <br /> In further response to Councilmember Narum's question as to whether the City could remove the <br /> residential overlays if HCD decides Pleasanton cannot use the five existing sites, Director of <br /> Community Development Beaudin responded affirmitavely, noting it would be a public process <br /> and would require the landowners' approval. <br /> City Manager Fialho reported staff will share the information with the school district at the next <br /> liaison meeting. It will also be presented at the joint City Council/School Board meeting. <br /> In response Councilmember Narum's question, Director of Community Development Beaudin <br /> reported this will not impact the City's Growth Management Ordinance. Staff will reset the growth <br /> management number based on the new RHNA number. <br /> MATTERS INITIATED BY COUNCIL - None <br /> COUNCIL REPORTS <br /> Councilmember Olson announced a townhall meeting on February 27, 2018, in Pleasanton, in the <br /> Multi-Purpose Room at Foothill High School. State Legislators will be there to present their viewpoints <br /> regarding housing and other matters. <br /> ADJOURNMENT <br /> There being no further business, the meeting was adjourned at 8:35 p.m. The Council extended a <br /> tribute to our nation's men and women serving in the military.
