per PMC Section 14.20.050.A, despite multiple attempts by the Recycled Water
Program to reach them. (See Attachment 1 for a connection summary based upon
customer cooperation level.)
PMC Title 14, Section 14.04.060 Amendment
Staff proposes amending Section 14.04.060 to define the use of potable water for
landscape irrigation through a dedicated irrigation meter within the recycled water use
area as a wasteful potable water use. This new water waste definition supports
Governor Brown's Executive Order B-40-17 calling for "Making Water Conservation a
California Way of Life" and the City's significant investment made towards providing
recycled water as an alternative water supply for non-potable landscape irrigation.
PMC Chapter 14.20 Amendments
To support the City's ongoing efforts to convert all targeted irrigation meters within the
recycled water use area to recycled water, Section 14.20.051 is added to propose a
"failure to comply" section that stipulates an acceptable response time by the customer
when approached by the Recycled Water Program for recycled water conversion. The
customer can either submit a Recycled Water Use Permit Application or request an
exemption from undergoing the conversion per Section 14.20.050. This section
proposes that failure to comply with the terms of PMC Chapter 14.20 is subject to
administrative citation and/or discontinuance of potable water service of the targeted
irrigation meter(s).
Furthermore, proposed Section 14.20.051.B.b further protects the City's potable water
supply for public health and safety during activated stages of water shortage under
PMC Chapter 9.30, by allowing the discontinuance of potable water service without
notice to dedicated landscape meters regardless of prior approval of exemption from
connection to the recycled water system per Section 14.20.050.
Lastly, minor editorial changes are proposed to this chapter providing further
clarification to prevent future misinterpretation.
Redlined versions of the proposed changes to PMC Section 14.04.060 and PMC Chapter
14.20 are attached (Attachments 2 and 3, respectively).
Submitted by: Fisc I Review: Approved by:
(//t/ -
Kathleen
Yurchak Tina Olson Ne son Fialho
Director of Operations and Director of Finance City Manager
Water Utilities
Attachments:
1.
