BACKGROUND <br /> The City of Pleasanton's population is approaching 76,000 within approximately 24 <br /> square miles. Within the City's boundaries are: <br /> • 10 Community Parks — 196 acres <br /> • 35 Neighborhood Parks — 189 acres <br /> It is not always practical or cost effective for City staff to perform certain landscape <br /> maintenance functions that are essential to keep our City in good order. Out-sourced <br /> contracting has been the solution when cost evaluations determine that the work can be <br /> provided at a lower cost by contractors. The City has funding in the operating budget for <br /> miscellaneous landscape maintenance from outside contractors when City Staff cannot <br /> perform the work or when outsourcing routine maintenance is more cost effective. <br /> DISCUSSION <br /> Staff conducted an extensive out-reach effort to ensure that Pleasanton vendors were <br /> given sufficient notice and opportunity to submit bids. Invitations to bid were sent out to <br /> 56 registered landscaping vendors with active emails in the City's Business License <br /> database and advertised in the Tri-Valley Times newspaper on December 8, 9, 15 and <br /> 16. <br /> Submittals for this project were opened on January 18, 2018, with a total of two (2) <br /> proposals received from New Image Landscape Company and Jensen Landscape <br /> Services with 3-year cost of$522,918 and $601,920, respectively. Interviews and <br /> discussions regarding the project scope were conducted with the two (2) contractors on <br /> January 31, 2018. Of the two (2), New Image Landscape Company provided the most <br /> comprehensive understanding of the project goals, an organized and efficient approach <br /> to performing the work in a timely manner, streamlined communications for immediate <br /> contact with field crews, and a willingness to foster a partnership to accomplish the <br /> anticipated work. <br /> New Image Landscape Company shall perform all mowing/edging turfgrass work at 31 <br /> various park sites throughout the City.
