is 80% of vehicles making the illegal turn to cut through the neighborhood. There was <br />limited enforcement of the turn restriction in February and March. <br />After consultation with the Police Department, it was determined that without constant <br />police enforcement the existing turn restriction is unlikely to create a significant change <br />to the driving patterns that we recorded in January and March. Both traffic engineering <br />and police department field observations indicated that drivers ignore the turn restriction <br />to attempt to save time on their commute when there is no heavy enforcement by <br />police. <br />In May of 2017 staff reconvened the Laurel Creek Drive Traffic Calming Steering <br />Committee to share the study results and determine what, if any, additional steps they <br />would like to pursue. After extensive discussion regarding the various options and tools, <br />it was decided by the committee to circulate a petition to determine the level of support <br />for a half street closure (including a restriction prohibiting left turns from Laurel Creek <br />onto Dublin Canyon Road) or full street closure of Laurel Creek Drive at Dublin Canyon <br />Road. <br />Over the summer of 2017 two petitions were <br />circulated to gauge support for additional <br />measures. The full closure of Laurel Creek <br />Drive was not supported by the neighborhood, <br />but the half street closure did gain the required <br />67% of support from the neighborhood. The <br />map to the right shows the 145 homes <br />petitioned, of which 99 homes signed the <br />petition in support of the half street closure. <br />A public meeting was held on December 7, 2017 to share the results of the petition with <br />the neighborhood and to gather feedback on the final design of the half street closure. <br />Approximately 30 people attended the December public meeting and a few expressed <br />support for the proposed half street closure, but the majority in attendance were not in <br />favor of the closure. One of the common theme requests was to allow the left turn out <br />of the development or to try to develop a way to allow the left turn in from westbound <br />Dublin Canyon. <br />A sample of the petition that was circulated is included as Attachment 1. The half street <br />closure image shown on the petition envisioned a white split rail fence across half of <br />Laurel Creek Drive to serve as a barricade to close the entrance side of the roadway. <br />After discussion with the Fire Department, <br />a traversable delineator solution was <br />selected so that the Fire Department would <br />have the ability to have access to Laurel <br />Creek from Dublin Canyon. Flexible spring <br />loaded polyvinyl delineators were selected <br />as an alternate to the split rail fence. <br />Page 3 of 4 <br />
