Other amenities within the community building include a fitness room, craft room, as <br />well as on-site administration offices for both the SAHA property manager and <br />Sunflower Hill. In addition to the community building, the project will include open space <br />areas and amenities including a multi -use lawn area, outdoor dining areas, spa and <br />lounge area, bocce ball court and convertible sports court. <br />Exclusive Negotiating Rights Agreement (ENRA) <br />The City Council approval of Irby Ranch required the dedication of 1.64 acres of land to <br />the City for development of an affordable housing community for individuals with special <br />needs. Sunflower Hill was not the proponent of the application, but was closely involved' <br />in the project design and entitlement process. However, in conjunction with the Irby <br />Ranch application, the City Council approved an ENRA between the City and Sunflower <br />Hill which established procedures, milestones and standards for development of the <br />Sunflower Hill project. Staff has reviewed the proposed application to construct 29 multi- <br />family units, one property manager's two-bedroom unit, and one Sunflower Hill staff <br />studio unit, and finds it is consistent with the intent of the ENRA, approved Irby Ranch <br />development plan, and approved density. <br />Affordable Housing <br />To meet the requirements of the City's Inclusionary Zoning Ordinance (IZO), the IZO <br />allows for the dedication of land for the purposes of affordable housing development. <br />The dedication of the subject 1.64 -acre property as part of the Irby Ranch development <br />met all applicable requirements of the IZO for the subject property. The original <br />Affordable Housing Agreement (AHA) for Irby Ranch however did not spell out the <br />specific affordability levels for the Sunflower Hill project. Additional information <br />regarding the affordability levels has been provided as part of the corresponding <br />Agenda Report that outlines SAHA and Sunflower Hill's financing plan. <br />PUD FINDINGS <br />Please refer to the attached Planning Commission agenda report (pages 13-15 of <br />Attachment 3) for a discussion of the considerations needed to approve the proposed <br />PUD Development Plan. <br />PUBLIC NOTICE <br />Notice of this hearing was sent to all property owners and tenants/occupants within <br />1,000 feet of the subject properties as shown in Attachment 5. Staff has not received <br />any verbal or written communications about the proposal as of the publication of this <br />agenda report. Any public comments or concerns will be forwarded to the City Council. <br />ENVIRONMENTAL ASSESSMENT <br />An Addendum to the Housing Element and Climate Action Plan General Plan <br />Amendment and Rezonings Supplemental Environmental Impact Report (SEIR) was <br />prepared and approved as part of the Irby Ranch PUD -110 in 2016 (Attachment 3, <br />Exhibit D). The proposed development is substantially consistent with the previously <br />approved PUD Development Plan, which was analyzed in the Addendum to the SEIR. <br />No new information or changed circumstances have been identified, per California <br />Page 9 of 10 <br />
