BACKGROUND <br />The City of Pleasanton, along with Dublin San Ramon Services District (DSRSD), and <br />East Bay Municipal Utility District (EBMUD) entered into an agreement in January 2014, <br />to provide recycled water treatment and delivery service, and in December 2016, the <br />City agreed to participate in the DERWA facilities expansion project per Section 5.3(e) <br />of the base "Agreement to Provide Recycled Water Treatment and Delivery of Services <br />by and between DERWA and the City of Pleasanton" (Pleasanton-DERWA agreement) <br />to meet the recycled water (RW) demand of ours customers within the RW service area. <br />Currently, the City is partnering in the construction of the "Second Facility Expansion <br />Project" at the DSRSD/EBMUD Recycled Water Authority (DERWA) regional recycled <br />water plant. When completed, this facility expansion project will provide Pleasanton with <br />a benefit share of approximately 27% of the anticipated recycled water production <br />capacity, or approximately 4.2 million gallons per day (MGD): <br />DISCUSSION <br />The partners in this project have agreed to seek additional funding opportunities to <br />offset the $18.4M construction cost, and to share in the benefits and costs <br />proportionately according to the amount of their respective benefit share. <br />Both Federal and State funding opportunities totaling $24M have been pursued through <br />the United States Bureau of Reclamation (USBR) Title XVI program and water recycling <br />projects under Water Infrastructure Improvements for the Nation (WIIN) Act of 2016, <br />and the State Water Resources Control Board Clean Water State Revolving Fund and <br />Green Project Reserve, however no applications have been successful to date. Total <br />net costs of the applications including environmental documentation have totaled <br />$368,347 so far, and Pleasanton's 27% share is $99,453.69. <br />The agreement (Attachment #1) with DERWA, DSRSD, EBMUD to share in the <br />allocation of future funding opportunities as well as the application and processing costs <br />is attached. <br />Submitted by: <br />Fiscal Review: Approved by: <br />Kathleen Yurchak Tina Olson <br />Director of Operations and Director of Finance <br />Water Utilities <br />Attachment: <br />1.
