PL£ASANTON. CITY COUNCIL AGENDA REPORT
6
February 6, 2018
Operations Services
TITLE: AGREEMENT FOR SHARING AND ALLOCATING FUTURE DERWA
FUNDING OPPORTUNITIES
SUMMARY
The City of Pleasanton, along with Dublin San Ramon Services District (DSRSD), and
East Bay Municipal Utility District (EBMUD) is currently partnering in the construction of
the "Second Facility Expansion Project" at the DSRSD/EBMUD Recycled Water
Authority (DERWA) regional recycled water plant. When completed, this facility
expansion project will provide Pleasanton with a benefit share of approximately 27% of
the anticipated recycled water production capacity, or approximately 4.2 million gallons
per day (MGD).
The partners in this project have agreed to seek additional funding opportunities to
offset the construction cost, and to share in the benefits and costs proportionately
according to the amount of their respective benefit share.
RECOMMENDATION
Authorize the City Manager to execute an agreement (Attachment #1) with DERWA,
DSRSD and EBMUD to share in the allocation of future funding opportunities as well as
the application and processing costs.
FINANCIAL STATEMENT
Both Federal and State funding opportunities have been pursued, however no
applications have been successful to date. Total net costs of the applications including
environmental documentation have totaled $368,347 so far, and Pleasanton's 27%
share is $99,453.69 which will be paid out of the Recycled Water Operations budget.
