recent City Council direction, Economic Vitality Committee update, Planning Commission update <br /> and recommendations <br /> Vice Mayor Pentin opened the public hearing <br /> Councilmember Brown thanked staff for thoroughly addressing public concerns <br /> Councilmember Narum inquired about cell phone towers in the design guidelines of the project, <br /> alternate vehicle parking and vehicle charging stations and inquired on the placement of <br /> bioswales, the potential impact of storm water retention on parking and landscape design <br /> Associate Planner Eric Luchini indicated that two reasons dictated the fact that cell phone tower <br /> design was not incorporated into the staff report for the project Those reasons being that the City <br /> already has an existing ordinance for the design of cell phone facilities and also due to frequent <br /> changes in state law <br /> Director of Community Development Gerry Beaudin stated that the City would work with the <br /> applicant to address and meet storm water requirements <br /> Associate Planner Eric Luchini noted parameters for landscape design as outlined in the staff <br /> report <br /> Councilmember Narum and Vice Mayor Pentin requested further clarified landscape design <br /> requirements intended to break up building massing <br /> Councilmember Olson expressed concern regarding setbacks and parking as they relate to the <br /> landscape design element of the project <br /> Director of Community Development Gerry Beaudin stated that the City intends to maintain the <br /> landscape aesthetic of the community while integrating the standard design of the Costco brand <br /> Councilmember Brown inquired as to the Costco signage and how it will relate to the surrounding <br /> area <br /> Director of Community Development Gerry Beaudin stated that the project will comply with the <br /> City's Master Sign Program and indicated that Costco is not interested in having any monument <br /> signage <br /> Councilmember Narum inquired whether or not a variance of parking would be addressed in the <br /> design review <br /> Director of Community Development Gerry Beaudin stated that design elements such as parking, <br /> architecture and landscape are outlined in the design guidelines and at the discretion of the <br /> Director of Community Development, however may be called up to the Planning Commission and <br /> the City Council for review <br /> Christina Nustrom Mantha, Economic Vitality Committee Member, found that the project fits with <br /> the City's strategic economic development priorities Committee Member Mantha expressed <br /> support for the project and would like to see the tax dollars come to the community <br /> Jenifer Murillo, Director of Real Estate for Costco, spoke in appreciation for the opportunity to join <br /> the community Murillo indicated that the applicant's architect and landscape architect are <br /> City Council Minutes Page 4 of 6 November 7, 2017 <br />
