12 Business Anniversary Recognition <br /> Economic Development Director Pamela Ott invited the Council to step forward to recognize the <br /> 224 businesses in the City of which achieved milestone anniversaries in the year 2017 <br /> 13 Public Comment <br /> Ajay Immadi, President, Cricket for Cups, a non-profit organization established to promote Cricket <br /> for youth in the Tn-Valley area Mr Immadi stated that this year, the organization has promoted <br /> Cricket in eighteen (18) area schools The organization is hosting sixteen (16) teams from across <br /> the country to participate in a 32-game tournament Mr Immadi thanked the Council for allowing <br /> the organization to utilize City fields to host the tournament and extended an invitation to the <br /> Council to attend the tournament <br /> PUBLIC HEARINGS AND OTHER MATTERS <br /> 14 PUBLIC HEARING: P14-0852 and PUD-105, City of Pleasanton - Consider certification of Final <br /> Supplemental Environmental Impact Report (FSEIR), and approval of applications on 12 parcels <br /> at 7106 through 7315 Johnson Drive and 7035 and 7080 Commerce Circle, comprising <br /> approximately 40 acres known as the Johnson Drive Economic Development Zone (JDEDZ) for <br /> (1) General Plan Amendment to change the land use designation of the project site from Business <br /> Park (Industrial/Commercial and Office) and General and Limited Industrial to <br /> Retail/Highway/Service Commercial, Business and Professional Offices, (2) Planned Unit <br /> Development (PUD) Rezoning to rezone the project site from Planned Unit Development-General <br /> and Light Industrial (PUD-G&LI) District, Planned Unit Development-Industrial/Commercial-Office <br /> (PUD-I/C-O) District, and General Industrial (I-G-40,000) District to PUD-C District, and the City's <br /> intent to adopt a JDEDZ Transportation Fee <br /> Mayor Thorne recused himself from this item due to a conflict of interest and left the dais and <br /> Council Chamber <br /> Associate Planner Eric Luchini presented the staff report and addressed the project timeline and <br /> key events, the proposed 40-acre Economic Development Zone, goals and objectives, project <br /> description highlights, development phasing, other potential uses, permitted versus conditionally <br /> permitted uses, design guidelines, project analysis, the purpose of the environmental review, <br /> environmental analysis and Draft Supplemental Environmental Impact Report (DSEIR), the two <br /> (2) areas of potentially significant impact which included air quality and transportation and traffic <br /> Councilmember Brown inquired on details outlined in the staff report as they relate to the air basin <br /> and air quality <br /> Director of Community Development Gerry Beaudin commented on the impacts on California air <br /> basins on comparable projects of this size Director Beaudin noted that local air pollutant impacts <br /> to residents are less than significant and that any development in the area is likely to see the <br /> same impacts <br /> Vice Mayor Pentin inquired on the counter effects of the shift of Costco membership shopping <br /> Associate Planner Eric Luchini continued the presentation and addressed air pollutant emissions, <br /> traffic and transportation improvements, proposed cost sharing with Costco for design and <br /> construction of the project, a proposed sales tax sharing agreement, Final Supplemental <br /> Environmental Impact Report (FSEIR), FSEIR master responses, economic analysis takeaways, <br /> City Council Minutes Page 3 of 6 November 7, 2017 <br />
