Councilmember Narum inquired as to the clarification on residential standards with regards to <br /> height distance versus stories. <br /> Ms. Bonn noted that Staff can draft further language as part of the redline version clarifying the <br /> height standards to present to the task force. <br /> Mr. Beaudin noted the recent modifications to the Civic Center plan and possible project phasing <br /> with regards to the library, police station and City Hall. <br /> Councilmember Brown inquired about the community benefits aspect as it relates to affordable <br /> housing. <br /> Mr. Beaudin noted that it was not the intention to develop the downtown area as affordable <br /> housing; however, development fees may go to assist green spaces and affordable housing. <br /> Councilmember Brown inquired as to the support for a hotel in the downtown and encouraging <br /> rooftop uses for seasonal dining and meeting spaces. <br /> Mr. Beaudin noted that the concept for a hotel in the downtown specific plan would be a smaller <br /> boutique hotel. He also noted that the idea of rooftop spaces were not discussed in the task force <br /> meetings and that EPS utilized broad categories where retail can be considered as shopping and <br /> dining. <br /> Councilmember Brown inquired as to the public investment aspect as mentioned in the EPS with <br /> regards to entertainment uses. <br /> Mr. Beaudin noted that this is a 20-year plan and that these used may not need this public <br /> investment down the line and market demand for some uses may be different as others. He noted <br /> that there are a number of ways the City may participate in the public investment aspect. <br /> Councilmember Brown also inquired as to the intent of the development plan for the library site. <br /> Mr. Beaudin stated that the way the plan is drawn as of right now, in a long-term it may be used <br /> for development, however if the community feels otherwise, it can be changed. <br /> Mayor Thorne opened public comment. <br /> Douglas Herz provided comments to improve the plan, specifically focused around traffic <br /> improvements at First Street. <br /> Julie Testa commented favorably on aspects of the Downtown Specific Plan and noted being <br /> against publicly funding any aspect of a hotel development, the residential aspect of the plan and <br /> any increase in building heights. <br /> Mayor Thorne commented that there would be no support by him on a stand-alone residential <br /> aspect. <br /> Councilmember Pentin stated he would like to hear more about the transportation, traffic and <br /> parking elements of the plan. <br /> Councilmember Olson noted that many downtowns that he has seen have residential components <br /> and that he prefers seeing some element of residential planning. <br /> City Council Minutes Page 6 of 7 December 19,2017 <br />
