BACKGROUND <br /> An existing 36-inch corrugated metal pipe storm drain line near Yolanda Court failed <br /> during the winter 2017 storm events, causing the loss of 50 feet of the pipeline between <br /> two manholes, major erosion of the bank, and de-stabilization of the upstream manhole. <br /> On September 19, 2017, Council awarded the contract to the lowest responsible bidder, <br /> ELLA, in the amount of$194,300. In addition, the City Council approved task <br /> authorizations to Pakpour Consulting Group, Inc. for design and construction support <br /> services, and to BSK Associates to provide construction support services. To expedite <br /> the project, the pipe material was purchased through the Meadowlark Sewer Siphon <br /> contract with Manito Construction, Inc. <br /> DISCUSSION <br /> The storm drain line was repaired with a single piece of 36" fusible PVC pipe and <br /> additional pipe anchorage. The area was restored prior to the 2017/18 winter rains. The <br /> slope was rebuilt with a rip rap protection to help prevent future failures in the event the <br /> storm drain line plugs. <br /> Budget <br /> The final construction contract cost, including contract change orders, was $197,542.65. <br /> Change orders added additional stabilization material in the hydroseed and increased <br /> the slope protection area to help stabilize the area prior to the winter rains. The final <br /> project funding and expenditures are summarized in Attachment 1, indicating the total <br /> project expenditures of$328,666. Staff recommends transferring the remaining balance <br /> back to the Bi-Annual Storm Repairs and Improvements project, CIP No. 17415. <br /> Pakpour Consulting Group Inc. was authorized to expend $97,605 toward the design <br /> and permitting work but only expended $56,145. After submission to the regulatory <br /> agencies it was determined that a permit was not required, reducing the required permit <br /> design work. <br /> The storm drain was damaged during a Federal FEMA-eligible storm event and the City <br /> has submitted application ALPLF82 that will allow some of the project costs to be <br /> reimbursed. It is not anticipated that the full project cost will be reimbursed. Staff <br /> recommends returning the first $78,666 of any reimbursement received to the Storm <br /> Drain Enterprise Fund balance, and returning any additional reimbursement amount to <br /> the Miscellaneous CIP General Fund balance. <br /> Submitted by: Fiscal Review: Approved by: <br /> Stephen Ki atrick Tina Olson Nelson Fialho <br /> Director of Engineering Director of Finance City Manager <br /> Attachment: <br /> 1.
