IV. SUMMARY OF ENVIRONMENTAL AND EIR MITIGATION <br />MEASURES <br />Construction Noise—Best Management Practices. Construction best <br />management practices, including the following, will be implemented to reduce <br />construction noise: <br />a. Locate stationary construction equipment as far from adjacent occupied <br />buildings as possible. <br />b. Select routes for movement of construction related vehicles and equipment so <br />that noise sensitive areas, including residences, and outdoor recreation <br />areas, are avoided as much as possible. Include these routes in materials <br />submitted prior to the issuance of building permits. <br />c. All site improvements and construction activities will be limited to the hours of <br />8:00 a.m. to 5:00 p.m., Monday through Saturday. In addition, no <br />construction will be allowed on State and federal holidays. If complaints are <br />received regarding the Saturday construction hours, the Director of <br />Community Development may modify or revoke the Saturday construction <br />hours. The Director of Community Development may allow earlier "start <br />times" for specific construction activities (e.g., concrete foundation/floor <br />pouring), if it can be demonstrated to the satisfaction of the Director of <br />Community Development that the construction and construction traffic noise <br />will not affect nearby residents. <br />d. All construction equipment will meet Department of Motor Vehicle (DMV) <br />noise standards and will be equipped with muffling devices. <br />e. Prior to construction, the allowable hours of construction activity will be <br />posted on site. <br />f. A noise disturbance coordinator will be designated and will be responsible for <br />responding to complaints about noise during construction. The telephone <br />number of the noise disturbance coordinator will be conspicuously posted at <br />the construction site and will be provided to the Director of Community <br />Development. <br />g. Additional best management practices may be required by the Building and <br />Safety Division and/or City Engineer. All additional best management <br />practices will be reviewed and approved by the Building and Safety Division <br />and/or City Engineer, prior to implementation. <br />2. Construction Access Plan. Prior to the issuance of final improvement plans or <br />grading permits, there will be a construction access plan which will be subject to <br />the review and approval of the City Engineer.
