EXHIBIT A CONDITIONS OF APPROVAL PCUP-253, Zaheer Siddiqui, Muslim Community of East Bay 1249 Quarry Lane, Suite 150 September 9, 2009 The location and operation of the proposed use shall conform substantially to Exhibit "B" (the floor plans and written narrative), dated "Received, August 10, 2009", on file with the Planning Division, except as modified by the following conditions of approval. Minor changes to the approved operation and schedule may be approved by the Director of Community Development if found to be in substantial conformance with the proposal. 2. The operation of the facility shall be limited to 5:OOam to 10:00pm daily, with no more than two (2) hours per day, Monday through Friday, for the homework club sessions. 3. If additional hours of operation, number of members attending or vehicles present during the various activities, or activities beyond what is stated in the applicant's written narrative, dated "Received, August 10, 2009," on file in the Planning Division, are desired, prior City review and approval is required. Such modifications may be approved by the Director of Community Development if found to be in substantial conformance with this approval. The Director of Community Development may also refer the matter to the Planning Commission if the proposed changes would be significant. 4. The applicant shall regularly inform the congregation members and the public attending the seminars and lectures during early morning/late night hours not to loiter outside or the building and to be courteous and quiet when entering/leaving the parking area. 5. Children 12 years old and younger shall be escorted into and out of the facility and signed in and out by a parent, guardian, or supervising adult. 6. Prior to business operation, the applicant shall install small signs in the interior of the building on or near the exit doors requesting that customers not loiter outside and be courteous and quiet when leaving the business and parking areas. 7. Prior to issuance of a business license, the applicant shall contact the Building and Safety Division and the Fire Marshal to ensure that the proposed use of the tenant space meets applicable Building Code and Fire Code requirements. No changes to the exterior of the building shall be made without prior approval from the Planning Division.
