EXHIBIT A <br />CONDITIONS OF APPROVAL <br />PCUP-253, Zaheer Siddiqui, Muslim Community of East Bay <br />1249 Quarry Lane, Suite 150 <br />September 9, 2009 <br />The location and operation of the proposed use shall conform substantially to <br />Exhibit "B" (the floor plans and written narrative), dated "Received, August 10, <br />2009", on file with the Planning Division, except as modified by the following <br />conditions of approval. Minor changes to the approved operation and schedule <br />may be approved by the Director of Community Development if found to be in <br />substantial conformance with the proposal. <br />2. The operation of the facility shall be limited to 5:OOam to 10:00pm daily, with no <br />more than two (2) hours per day, Monday through Friday, for the homework club <br />sessions. <br />3. If additional hours of operation, number of members attending or vehicles <br />present during the various activities, or activities beyond what is stated in the <br />applicant's written narrative, dated "Received, August 10, 2009," on file in the <br />Planning Division, are desired, prior City review and approval is required. Such <br />modifications may be approved by the Director of Community Development if <br />found to be in substantial conformance with this approval. The Director of <br />Community Development may also refer the matter to the Planning Commission <br />if the proposed changes would be significant. <br />4. The applicant shall regularly inform the congregation members and the public <br />attending the seminars and lectures during early morning/late night hours not to <br />loiter outside or the building and to be courteous and quiet when entering/leaving <br />the parking area. <br />5. Children 12 years old and younger shall be escorted into and out of the facility <br />and signed in and out by a parent, guardian, or supervising adult. <br />6. Prior to business operation, the applicant shall install small signs in the interior of <br />the building on or near the exit doors requesting that customers not loiter outside <br />and be courteous and quiet when leaving the business and parking areas. <br />7. Prior to issuance of a business license, the applicant shall contact the Building <br />and Safety Division and the Fire Marshal to ensure that the proposed use of the <br />tenant space meets applicable Building Code and Fire Code requirements. No <br />changes to the exterior of the building shall be made without prior approval from <br />the Planning Division. <br />
