Resolution No. PC -2009-22 <br />Page Two <br />Energy efficiency is the cornerstone of every green home. Solar water <br />heating systems, photovoltaic energy system readiness, and energy <br />efficient windows are some of the possible green features that the future <br />homeowners may choose to achieve the "Green Home" rating. Therefore, <br />this finding can be made. <br />3. The subdivision, together with its design and improvement, is <br />consistent with the General Plan. <br />The PUD was found to be consistent with the General Plan, and this <br />subdivision reflects consistency with that development plan. As proposed, <br />the subdivision is compatible with the objectives, policies, land uses, and <br />programs specified in the both the General Plan and the Happy Valley <br />Specific Plan. Therefore, this finding can be made. <br />4. The subdivision site is physically suitable for this type and density <br />of development. <br />Homes on Lots 2, 3, and 5 would have a split-level design to limit graded <br />areas on the lots, thereby preserving the natural topography of the site. <br />The approved design guidelines require using grading techniques, such as <br />round landform, to achieve a natural transition between graded areas and <br />existing terrain. Parallel retaining walls would be used in order to <br />minimize large cut slopes. The design guidelines and design review <br />application process for the new homes would allow the architectural <br />design to be reviewed to ensure it complements the semi -rural setting of <br />the Happy Valley area. Therefore, this finding can be made. <br />5. The design of the subdivision and improvements are not likely to <br />cause substantial environmental damage or substantially and <br />avoidably injure fish and/or wildlife or their habitat. <br />During the PUD review, the City found no potential for significant <br />environmental effects and adopted a Negative Declaration. Pretreatment <br />of urban storm water runoff has been incorporated into the project's <br />design. Best management practices have been required to minimize <br />construction impacts. Therefore, this finding can be made. <br />
