This WQMP shall identify specific stormwater BMPs for reducing potential
pollutants in stormwater runoff. BMPs shall be selected to target pollutants
listed in Table 3.5-5 of the EIR; selection criteria and documentation shall be
incorporated into the WQMP. The WQMP must be approved by a qualified
engineer of the City's Engineering Division prior to the beginning of
construction activities.
The WQMP shall include the following BMPs along with selected BMPs to
target pollutant removal:
(i.) Waste and materials storage and management BMPs (design
and construction of outdoor materials storage areas and trash
and waste storage areas, if any, to reduce pollutant
introduction).
(ii.) Spill prevention and control BMPs.
(iii.) Slope protection BMPs.
(iv.) Water efficient irrigation practices.
(v.) Permanent erosion and sediment controls (e.g., hydroseeding,
mulching, surface covers).
Project developers are encouraged to consider the following BMPs:
(i.) Incorporation of rain gardens or cisterns to reuse runoff for
landscape irrigation.
(ii.) Site design and landscape planning.
(iii.) Sand filters for parking lots and rooftop runoff.
(iv.) Frequent street and parking lot sweeping.
(v.) Media filter devices for rooftop drain spouts (including
proprietary devices).
(vi.) Biofiltration devices (bioretention features, swales, filter strips,
and others).
(vii.) Proprietary control measures (if supporting documentation is
provided).
(viii.) Drain inlet filters.
Unless sufficient objective studies and review are available and
supplied with the WQMP to correctly size devices and to document
expected pollutant removal rates, the WQMP shall not include:
(i.) Hydrodynamic separator type devices as a BMP for removing
any pollutant except trash and gross particulates, and
(ii.) Oil and grit separators.
The WQMP shall not include infiltration BMPs unless they comply
with design guidelines and requirements specified in TC -1: Infiltration
Basins in the CASQA Stormwater Quality BMPs Handbook for New
Development and Significant Redevelopment (2003) or are
specifically approved by the City Engineer and shall meet Municipal
W.
