Zone 7, meets any and all applicable requirements of the Federal <br />Emergency Management Flood Hazard Program, the California Department <br />of Fish and Game, and meets the immediate and long range requirements <br />of this development and all upstream areas intended to be drained through <br />this development. <br />g. Designated unloading areas where food products and/or cleaning products <br />are delivered shall be covered and designed to drain inward. The drain <br />shall have a waste separator and shall be connected to the sanitary sewer. <br />The design of the loading area shall be subject to the review and approval <br />of the City Engineer and Chief Building Official prior to the issuance of a <br />building permit. The design, colors, materials, and location of the cover <br />shall be subject to the review and approval of the Principal Planner, and the <br />City Engineer and Chief Building Official prior to the issuance of a building <br />permit. <br />Emergency Services <br />15. Industrial and Commercial Development. The following items will be provided <br />prior to any construction above the foundation or slab. NOTE: Periodic <br />inspections will be made for compliance. <br />a. Where multiple buildings are under construction, access shall be provided <br />around all buildings as specified on the Site Plan Approval or Exhibit B. <br />b. Where on site fire hydrant(s) are required, they shall be installed, flushed <br />and all valves open prior to any construction above the foundation or slab. <br />This includes concrete -tilt -up and masonry buildings. Temporary <br />aboveground water storage tanks are not permitted as alternative water <br />supply sources for commercial and industrial development. <br />C. Prior to request for final inspection, all access roads, on site access and fire <br />hydrants shall be provided. All fire hydrants shall be acceptance inspected <br />and tested to applicable City Public Works Standards. <br />d. Where a project is phased as part of the development approved by the City, <br />specific access, water supply and fire hydrant installations will be required <br />as part of each phase. As needed a phasing plan with these improvements <br />will be required. <br />e. Where on site grading/utility plans are submitted for review and approval <br />prior to building construction drawings, emergency vehicle access routes, <br />fire hydrant locations, material staging areas, etc. shall be provided. <br />16. The area of the development shall be tested for strength and clarity of signal to and <br />from the area for City emergency services communications including, but not <br />limited to, City eight hundred megahertz (800 mgh) trunked radio, Livermore - <br />11 <br />
