BACKGROUND <br /> The City of Pleasanton employs a range of approximately 200 to 450 temporary <br /> employees during the year. Examples of these positions include Library Pages, Aides <br /> and Interns, Recreation Leaders, Lifeguards and Preschool Teachers. Current hourly <br /> rates for these positions are provided in Attachment 1. These positions are generally <br /> part-time, non-benefitted with an average schedule of eight to thirty hours per week. <br /> The recommendation before Council has been prompted both by the upcoming <br /> minimum wage increase to $11.00 per hour, as well as the need to expand temporary <br /> employee classifications to reflect the range of duties performed across City <br /> departments. <br /> DISCUSSION <br /> A comprehensive study of existing temporary classifications was completed in 2016, <br /> which included adjustments for minimum wage at the time, as well as market <br /> adjustments and a re-aligning of classifications within Community Services <br /> programming. The next recommended comprehensive compensation study is <br /> scheduled to be completed in January 2019. The current recommendation for changes <br /> is to address two specific needs. The first is the minimum wage increase from $10.50 <br /> to $11.00 per hour, effective January 1, 2018. The proposed salary schedule will <br /> accommodate this increase through the elimination of Step 1 for Recreation Leader 1 <br /> and Lifeguard, as well as the increase to the minimum of the range for Program <br /> Assistant. <br /> Second, staff wishes to establish specific temporary classifications to enhance <br /> consistency and clarity in temporary employee classification and compensation. Over <br /> time, many departments have utilized the Program Assistant temporary classification to <br /> encompass a wide range of temporary employees, including temporary clerical support, <br /> in addition to the intended duties described in the Program Assistant classification, <br /> which are primarily technical and analytical. In order to clearly classify and apply <br /> consistent compensation to temporary employees performing clerical support, the <br /> additional classifications of Clerical Assistant and Senior Clerical Assistant are being <br /> recommended for City-wide use. Temporary, per-diem classifications for Police Officer, <br /> Police Dispatcher and Police Records Clerk are also being recommended for addition to <br /> the temporary salary schedule. The Police Department maintains per-diem temporary <br /> staff to work as needed, and as a best practice these temporary classifications should <br /> be maintained on a posted salary schedule. The addition of the Water Safety Instructor <br /> classification is being recommended to accommodate staffing needs within the aquatics <br /> program of the Community Services Department. <br /> Recommendations to address the increase in minimum wage, as well as enhance the <br /> range of temporary employee classifications are included in the proposed salary <br /> schedule included as Exhibit A of the attached Resolution. <br /> Page 2 of 3 <br />
