Through more than 1,900 engagements we have served more than 400 municipal <br /> agencies. This long history means we have helped clients plan for and respond successfully to changing <br /> regulations(AB 939,AB 1826,SB 1383,Proposition 218,etc.)and market conditions(such as the recent <br /> decline in recyclable materials prices). Our assistance to local governments has routinely included <br /> developing client-specific solid waste plans, structuring collection and post-collection service <br /> arrangements, procuring services, designing contract management and rate-setting procedures, and <br /> assisting with the performance of such procedures. This independent expert custom approach to meeting <br /> client needs means we won't take an off-the-rack methodology that we "sell" to every client but isn't <br /> appropriate to the unique goals, relationships, resources, arrangements and history of the City of <br /> Pleasanton. <br /> Background <br /> The City Council authorized City staff to negotiate the terms of a new solid waste service agreement with <br /> PGS. This process has been going on for some time. PGS has recently provided a high-level proposal to <br /> staff that has not been accepted. • <br /> • <br /> Goals and Objectives <br /> City staff would like to complete these negotiations in a timely manner and return to the Council with a - <br /> recommendation to:1.)Accept the terms of an extended and restated agreement with PGS;or,if it is not <br /> able to reach agreement with PGS,2)Proceed with a competitive procurement process for these services. <br /> City staff would like the assistance of an independent solid waste expert and negotiator to help determine <br /> and reach agreement with PGS related to matters such as: <br />
